Jakarta (B2B) - Pemerintah RI mengakui hingga saat ini, masalah pembebasan lahan masih menjadi kendala utama dalam pembangunan infrastruktur di Indonesia. Untuk mengatasi masalah ini, pemerintah mewacanakan pembentukan Bank Tanah (the Land Bank) di Indonesia.
Menteri Keuangan RI Bambang PS Brodjonegoro mengatakan, pembentukan Bank Tanah perlu dilakukan segera untuk meningkatkan kedaulatan pemerintah dan menjamin pembangunan proyek-proyek infrastruktur dapat berjalan sebagaimana mestinya.
“Karena kalau pemerintah tidak punya kedaulatan di republik ini, maka segala proyek ini tidak akan pernah bisa jalan,” Bambang di sela rapat kerja dengan Badan Anggaran DPR-RI, belum lama ini.
Dengan adanya Bank Tanah, lanjut Bambang, nantinya lembaga inilah yang akan melakukan pembelian tanah sebelum proyek pembangunan infrastruktur dimulai.
Menkeu Bambang Brodjonegoro menyampaikan, bahwa saat ini, pemerintah terus melakukan pembahasan pembentukan Bank Tanah dalam bentuk Badan Layanan Umum (BLU) tersebut dengan Dewan Perwakilan Rakyat (DPR).
Ia menyebutkan, ide dari BLU untuk Bank Tanah adalah ketika sudah mendapat indikasi daerah-daerah ini (untuk pembangunan infrastruktur), maka BLU itu yang akan melakukan pembelian (tanah) terlebih dahulu, kemudian, ketika akhirnya proyek ini jadi akan direalisasikan, maka pihak yang menjalankan proyek, apakah kementerian, apakah investor, tinggal membeli dari BLU tersebut.
Menurut Menkeu, jika pembebasan tanah baru dilakukan setelah proyek diluncurkan, hal tersebut dikhawatirkan akan menghambat pelaksanaan proyek sendiri.
“(Kalau) launching proyeknya, lakukan lelang, baru pengadaan tanah, saya yakin proyek ini tidak akan jadi, karena saya yakin harga tanah ini begitu bocor akan naik luar biasa, sehingga akhirnya malah menyulitkan dari upaya land acquisition itu sendiri,” jelasnya
Menkeu mencontohkan, pembangunan ruas tol Trans Jawa, misalnya, saat ini masih terkatung-katung karena terkendala masalah pembebasan tanah.
“Kita sudah tahu persis berapa banyak proyek yang terhambat hanya gara-gara masalah pembebasan tanah, termasuk Trans Jawa, misalnya, di Jawa Tengah bagian utara, ada beberapa ruas yang sama sekali belum dibebaskan,” ungkapnya.
Hal tersebut, lanjut Menkeu, mengakibatkan pembangunan jalan tol Trans Jawa akan sulit terwujud dalam waktu dekat, seperti dilansir setkab.go.id.

Mr Brodjonegoro pointed out, the construction of the Trans Java toll road, for example, is still hang fire because of constrained land acquisition problems. “We already know exactly how many projects delayed only because of land acquisition problems, including the Trans Java, for example, in the northern part of Central Java, there are some sections that have not been released,” he said.
He continued, resulting in the construction of the Trans Java toll road would be difficult to be realized in the near term.
