Kementan Dorong UPSUS Antisipasi Darurat Pangan di Aceh

BPPSDMP KEMENTAN: Jajaran Kementerian Pertanian saat melakukan rapat koordinasi rutin melalui BPPSDMP dengan Dinas Pertanian dan Perkebunan Provinsi Aceh beserta Dinas Pertanian Kabupaten dan Kota.

Banda Aceh, Aceh [B2B] - Antisipasi Darurat Pangan Nasional dilaksanakan oleh Kementerian Pertanian [Kementan] dan fokus pada komoditas padi dan jagung nasional, serta  optimalisasi lahan, pompanisasi, dan tumpang sisip padi gogo sebagai antisipasi krisis pangan global sebagai akibat fenomena el nino dan la nina. 

Menteri Pertanian [Mentan] Amran Sulaiman mengungkapkan kekhawatirannya soal stok beras di dalam negeri. Menurutnya, salah satu penyebab kondisi ini adalah luas tanam padi yang semakin berkurang. Amran pun mengungkapkan upaya yang telah dilakukan pemerintah dalam mengatasi darurat pangan. 

"Penurunan luas tanam ini tentu sangat berpengaruh luas panen yang berdampak pada penurunan produksi padi yang dihasilkan," sebut Amran. 

Upaya memperluas lahan tanam dilakukan dengan program pompanisasi air sungai di 11 provinsi untuk lahan sawah.

Hal tersebut juga sesuai dengan arahan Kepala Badan Penyuluhan dan Pengembangan SDM Pertanian (BPPSDMP) Dedi Nursyamsi, bahwa "salah satu strategi peningkatan produksi pertanian adalah gerakan pompanisasi yakni penggunaan pompa air untuk mengoptimalkan irigasi dan pengairan lahan pertanian, sehingga menghasilkan panen dan produktivitas".

Dalam rangka mendukung kegiatan tersebut dilaksanakan rapat koordinasi [Rakor] rutin antara Kementan melalui BPPSDMP dengan Dinas Pertanian dan Perkebunan Provinsi Aceh beserta Dinas Pertanian Kabupaten dan Kota. 

Pada rakor 2 Mei 2024, Kementan menghadirkan narasumber Kepala Pusat Data dan Informasi Kementan, Intan Rahayu yang menyampaikan arahan terkait pelaporan kegiatan srategis dalam mengantisipasi darurat pangan. Beliau menyampaikan kriteria Perluasan Areal Tanam [PAT], Peningkatan Indeks Pertanaman [PIP], dan Optimalisasi Lahan [Oplah]. 

”Data yang dinput harus sesuai dan dilakukan sinkronisasi dengan data BPS”, Ujar Intan. 

Kemudian dilanjutkan kunjungan lapangan ke beberapa Kabupaten dan Kota di Provinsi Aceh. Kunjungan pertama di Kabupaten Aceh Jaya untuk mencocokan data oplah, PAT, dan Survey Investigasi Desain [SID] yang telah diinput dalam sistem dengan data sesungguhnya di lapangan dilanjutkan peletakan batu pertama Pembangunan Oplah. 

Kunjungan selanjutnya di Kabupaten Aceh Tamiang untuk membahas data Potensi Perluasan Area Tanam, Pompa Air dan Irigasi Perpompaan dilanjutkan dengan kunjungan ke lokasi Irigasi Perpompaan yang berasal dari Sungai Tamiang. Selanjutnya Kota Langsa dan Aceh Timur yang mendukung program perluasan area tanam dengan mengoptimalkan sawah tadah hujan untuk kemudian ditingkatkan indeks pertanamannya dengan memaksimalkan pompa air.

"Because there is a prolonged El Nino, specifically for Java Island, we plan to cover 500 thousand hectares in upland areas, rainfed areas, we will pump 500 thousand hectares of Java Island, then 500 thousand hectares outside Java," said Amran after attending a limited meeting (ratas) regarding food and rice policy, chaired by the President of the Republic of Indonesia Joko Widodo (Jokowi) at the State Palace, Jakarta.

To realize this policy, continued Amran, the government will allocate a budget of IDR 5.8 trillion.

"The budget is ABT (additional costs budget), which is IDR 5.8 trillion," he said.

Apart from that, to increase food productivity, the government will also prepare free seeds which will be distributed to farmers in the country.

"We will prepare superior seeds for farmers and it is free, covering an area of approximately 2 million hectares for rice, and 2 million hectares for corn. Thank God, corn production has now increased, even according to BPS, there was a surplus in January, February, March, 1 million tons compared to the previous year," said the Minister of Agriculture.

Regarding the realization of the policy to increase the quantum of fertilizer in 2024 from the previous 4.7 million tonnes to 9.55 million tonnes, Amran said that the Ministry of Finance (Kemenkeu) will soon issue a budget implementation checklist (DIPA).

"The quantum of fertilizer this year, 2024, is 4.7 million tons, then it will be increased to double 9.55 million tons. That is the President´s direction. In the near future the DIPA will be issued, according to the agreement between us and the Minister of Finance, we will issue a DIPA in the near future," he said.

Meanwhile, Head of the National Food Agency (Bapanas) Arief Prasetyo said that his party submitted a proposal to extend the relaxation of the highest retail price (HET) for premium rice. This policy was taken to support the availability of rice stocks in various regions in the country.

"The National Food Agency also told the President to relax the price of premium rice from Rp. 13,900 to Rp. 14,900. We asked for permission and it was approved to be extended by 1 month, this is so that stock is available in the market, especially in modern markets and outlets. stay awake," said Arief.

Previously, Bapanas had decided to implement HET relaxation for premium rice. This policy will be implemented temporarily from March 10 to March 23 2024.
