Jakarta (B2B) - Peternak sapi di Nusa Tenggara Timur (NTT) selama ini terbelenggu ulah para tengkulak melalui kaki tangan mereka masuk ke pelosok desa di 21 kabupaten dan kota di NTT untuk membeli sapi dari para peternak dengan harga rendah, dan setelah mendengar dukungan pemerintah melalui kapal ternak dan subsidi biaya angkut ke Jakarta, para peternak menyambut positif langkah Pemerintah RI melalui Kementerian Pertanian.
"Kami sebagai warga NTT sangat mendukung keberadaan kapal ternak untuk meningkatkan kesejahteraan para peternak dan kabar tentang kapal ternak sudah tersebar di seluruh NTT, dari hasil kunjungan saya ke daerah maupun laporan dari para kepala dinas terkait," kata Wakil Gubernur NTT, Benny A Litelnoni kepada B2B pada Minggu pagi di Jakarta.
Dia menyambut baik sambutan positif pers terhadap pemberitaan tentang pelayaran perdana kapal ternak KM Camara Nusantara I yang berlabuh di Pelabuhan Tanjung Priok pada Jumat dini hari (11/12), karena mendukung penyebaran informasi tentang kapal ternak.
"Syukurlah Anda sempat datang, saya pun bisa mengungkapkan kegembiraan warga kami khususnya para peternak terhadap kapal ternak, karena selama ini mereka terkungkung oleh ulah kaki tangan para toke yang menetapkan harga sapi seenaknya sendiri tanpa peduli pada biaya pemeliharaan yang harus ditanggung peternak," kata Benny yang turut hadir mendampingi Presiden RI Joko Widodo dan Menteri Pertanian RI, Andi Amran Sulaiman pada Jumat petang (11/12) untuk menyambut kedatangan kapal ternak KM Camara Nusantara I yang sandar di Tanjung Priok.
Dia menambahkan dukungan Mentan Amran Sulaiman yang datang ke Kupang untuk memantau kesiapan pengangkutan perdana 353 ekor sapi NTT untuk diangkut ke Jakarta sempat membuat jeri para tengkulak untuk melaksanakan aksi mereka menghasut para peternak untuk tidak menjual sapi kepada depot-depot logistik (Dolog) dari Perum Badan Urusan Logistik (Bulog).
Mendengar kabar tentang kapal ternak, para tengkulak melalui kaki tangan mereka bergerak menghasut bahwa kapal ternak yang tengah disiapkan pemerintahan Joko Widodo hanyalah lips service, dengan merujuk pada gembar-gembor pemerintahan sebelumnya yang berjanji akan menyediakan kapal ternak tidak kunjung terealisasi hingga pemerintahan berganti setelah Pemilihan Presiden (Pilpres) 2014.
"Mereka sempat terhasut tapi syukurlah Presiden Jokowi dan Mentan Amran Sulaiman didukung Kementerian Perhubungan dan Bulog bekerja sungguh-sungguh mengimplementasikan konsep Tol Laut untuk mendukung pembangunan di Indonesia timur untuk pemerataan pembangunan," kata Benny.
Sebagaimana diberitakan, harga bobot hidup sapi di NTT yang dikirim ke Jakarta adalah Rp30.000 per kg bobot hidup. Pembelian ternak dari NTT ke DKI Jakarta dilakukan oleh Badan Urusan Logistik (Bulog) yang diwakili oleh Depot Logistik (Dolog). Ternak selanjutnya akan dikirim ke kandang ternak lokal di Desa Gandasari Kecamatan Cikarang Barat, Bekasi Jawa Barat milik Perum Bulog. Pemulihan ternak akan dilakukan selama dua hari di kandang penampungan Dolog, dan untuk selanjutnya sapi dapat dimanfaatkan oleh pembeli sebagai sapi bakalan dan siap potong.
"Syukurlah para menteri terkait bekerja keras mendukung kebijakan pemerintah Jokowi untuk mendukung pembangunan daerah, dan kami sangat bangga NTT menjadi provinsi pertama yang mengimplementasikan konsep tol laut, dan sapi NTT menjadi pengguna pertama tol laut," kata Wagub Benny seraya tertawa yang tampil humble meski berstatus pejabat tinggi provinsi.

He welcomed the support of the press to the preaching of maiden voyage of KM Camara Nusantara I who was docked at Tanjung Priok Port in Jakarta on Friday morning (12/11) because it supports the dissemination of information about the cattle ship to the NTT citizens.
"Thank God you have time to come, I can express the excitement of our citizens, especially the farmers to cattle ship, as long as they do not serve well by the men of the middlemen, who set the price of cattle without a care in maintenance costs to be borne by farmers," Benny said who attended accompanied President Joko Widodo and Agriculture Minister Andi Amran Sulaiman on Friday afternoon (11/12) to welcome the arrival of the KM Camara Nusantara.
He added that the support of Minister Sulaiman by working visit in Kupang to monitor the readiness of cattle ship from NTT´s capital to Jakarta had made a hesitant middlemen to incite the farmers not sell their cattle to depots logistics of the National Logistics Agency called the Bulog.
After heard the information, the middlemen through their accomplice moves incite that cattle ship being prepared by the Joko Widodo administration just lips service, with reference to the fanfare of the previous government which promised to provide cattle ship was never realized until the change of government after the 2014 Presidential Election.
"They had provoked but thankfully President Widodo and Minister Sulaiman was supported by the Transportation Ministry and Bulog to work earnestly to implement the Toll Sea concept to support development in eastern Indonesia for equitable development," Benny said.
Previously reported the price of live weight of cattle being sent to Jakarta at 30,000 rupiahs per kg of live weight. The purchase of livestock from NTT to Jakarta conducted by the National Logistics Agency called Bulog, which represented by logistics depot of Bulog. Cattle then distributed to a local cattle sheds in Gandasari village of West Cikarang sub-district in Bekasi, West Java.
"Thank God the relevant ministers to work hard to support Jokowi government policy to support regional development, and we are very proud that NTT became the first province which implements the concept of the Toll Sea concept, and NTT cattle became the first user, " Mr Litelnoni said.
