Atasi El Nino, Pemerintah Gencarkan Pompanisasi Lahan Tadah Hujan

Jakarta [B2B] - Kementerian Pertanian (Kementan) akan memasifkan pompanisasi pada lahan tadah hujan di sejumlah wilayah di tanah air. Kebijakan tersebut dilakukan untuk menekan dampak dari El Nino sekaligus meningkatkan produktivitas sektor pertanian.
"Karena ada El Nino yang berkepanjangan, khusus Pulau Jawa kita rencana 500 ribu hektare kita daerah-daerah upland, daerah-daerah tadah hujan, kita akan melakukan pompanisasi seluas 500 ribu hektare Pulau Jawa, kemudian 500 ribu hektare di luar Jawa," ujar Amran usai mengikuti rapat terbatas (ratas) terkait kebijakan pangan dan beras, yang dipimpin oleh Presiden RI Joko Widodo (Jokowi) di Istana Negara, Jakarta.
Untuk merealisasikan kebijakan ini, lanjut Amran, pemerintah akan mengalokasikan anggaran sebesar Rp5,8 triliun.
"Anggarannya adalah ABT (anggaran biaya tambahan), itu Rp5,8 triliun," ujarnya.
Selain itu, untuk meningkatkan produktivitas pangan, pemerintah juga akan menyiapkan benih bibit gratis yang akan dibagikan bagi para petani di tanah air.
"Kita akan menyiapkan benih bibit unggul untuk petani dan itu gratis, seluas kurang lebih 2 juta hektare untuk padi, dan 2 juta hektare untuk jagung. Alhamdulillah produksi jagung saat ini sudah naik, bahkan menurut BPS, surplus bulan Januari, Februari, Maret, 1 juta ton dibanding tahun sebelumnya," ujar Mentan.
Terkait realisasi kebijakan penambahan kuantum pupuk tahun 2024 dari sebelumnya 4,7 juta ton menjadi 9,55 juta ton, Amran menyampaikan bahwa Kementerian Keuangan (Kemenkeu) akan segera mengeluarkan daftar isian pelaksanaan anggaran (DIPA).
"Pupuk kuantumnya tahun ini, 2024, yaitu 4,7 juta ton, kemudian dinaikkan menjadi dua kali lipat 9,55 juta ton. Itu arahan Bapak Presiden. Dalam waktu dekat DIPA-nya keluar, sesuai kesepakatan kita dan Menteri Keuangan akan keluarkan DIPA dalam waktu dekat," tandasnya.
Sementara itu, Kepala Badan Pangan Nasional (Bapanas) Arief Prasetyo menyampaikan bahwa pihaknya mengajukan usulan untuk perpanjangan relaksasi harga eceran tertinggi (HET) beras premium. Kebijakan ini diambil untuk mendukung ketersediaan stok beras di berbagai wilayah di tanah air.
"Badan Pangan Nasional tadi juga menyampaikan kepada Pak Presiden agar relaksasi harga beras premium yang sebelumnya Rp13.900 ke Rp14.900 kita minta izin dan disetujui untuk diperpanjang 1 bulan, ini supaya stok yang ada di market terutama di modern market dan outlet-outlet itu terjaga ya," ujar Arief.
Sebelumnya, Bapanas telah memutuskan untuk menerapkan relaksasi HET beras premium. Kebijakan ini diberlakukan sementara mulai 10 Maret hingga 23 Maret 2024.

To realize this policy, continued Amran, the government will allocate a budget of IDR 5.8 trillion.
"The budget is ABT (additional costs budget), which is IDR 5.8 trillion," he said.
Apart from that, to increase food productivity, the government will also prepare free seeds which will be distributed to farmers in the country.
"We will prepare superior seeds for farmers and it is free, covering an area of approximately 2 million hectares for rice, and 2 million hectares for corn. Thank God, corn production has now increased, even according to BPS, there was a surplus in January, February, March, 1 million tons compared to the previous year," said the Minister of Agriculture.
Regarding the realization of the policy to increase the quantum of fertilizer in 2024 from the previous 4.7 million tonnes to 9.55 million tonnes, Amran said that the Ministry of Finance (Kemenkeu) will soon issue a budget implementation checklist (DIPA).
"The quantum of fertilizer this year, 2024, is 4.7 million tons, then it will be increased to double 9.55 million tons. That is the President's direction. In the near future the DIPA will be issued, according to the agreement between us and the Minister of Finance, we will issue a DIPA in the near future," he said.
Meanwhile, Head of the National Food Agency (Bapanas) Arief Prasetyo said that his party submitted a proposal to extend the relaxation of the highest retail price (HET) for premium rice. This policy was taken to support the availability of rice stocks in various regions in the country.
"The National Food Agency also told the President to relax the price of premium rice from Rp. 13,900 to Rp. 14,900. We asked for permission and it was approved to be extended by 1 month, this is so that stock is available in the market, especially in modern markets and outlets. stay awake," said Arief.
Previously, Bapanas had decided to implement HET relaxation for premium rice. This policy will be implemented temporarily from March 10 to March 23 2024.
