Jakarta (B2B) -  Wakil Menteri Pertanian, Rusman Heriawan mengatakan 23 kontainer berisi bawang putih saat ini sudah mulai dikeluarkan dari Terminal Peti Kemas (TPS) Pelabuhan Tanjung Perak Surabaya. Ke-23 kontainer itu bisa keluar, karena importir telah melengkapi tiga perizinan yang diwajibkan yaitu Importir Terdaftar (IT), Rekomendasi Impor Produk Hortkultura (RIPH) dan Surat Persetujuan Impor (SPI).

"Saat ini masih ada 23 kontainer yang belum memiliki RIPH, sehingga belum bisa dikeluarkan dari pelabuhan," kata Rusman Heriawan di Terminal Peti Kemas Pelabuhan Tanjung Perak, Senin (18/3).

Guna membantu kelancaran dokumen, Kementerian Pertanian melalui Balai Besar Karantina Pertanian Jawa Timur telah memanggil sebanyak 13 importir pemilik barang. "Mereka dipanggil untuk membantu mempercepat prosesnya," kata Rusman.

Dia mengakui, pemerintah tetap tidak bisa bertindak apabila importir tidak memiliki itikad baik untuk segera mengurus seluruh dokumen perizinan.

"Kontainer inikan ada yang punya. Ini pemerintah sudah lunak tinggal mereka bagaimana," ujarnya.

Kepala Balai Besar Karantina Pertanian Jawa Timur, Purwo Widiarto di tempat yang sama mengatakan, telah memanggil 13 importir bawang putih. "Kita panggil supaya membantu percepatan proses pemeriksaan karantina."

Balai karantina, kata Purwo, dalam hal ini hanyalah bertugas untuk memeriksa seluruh dokumen serta keaslian dan kandungan yang ada pada barang tersebut.

"Kalau seluruh perizinan sudah lengkap, balai karantina tidak akan mungkin menahan barang tersebut," ungkapnya lagi.

"Currently there are 23 containers that do not have RIPH, so it can not get out of the harbor," said Rusman Heriawan at Container Terminal Port of Tanjung Perak, Monday (18/03/2013).

To help fluency the document, the Ministry of Agriculture through Agriculture Quarantine East Java has summoned the owner of goods by 13 importers. "They were called in to help speed up the process," said Rusman.

He admitted that the government still can not act if the importer does not have good faith to promptly administer all licensing documents.

"The container is taken. Government has relented and just how they are," he said.

Head of Agricultural Quarantine East Java, Purwo Widiarto in the same say, has called 13 importers of garlic. "We call that help accelerate the process of quarantine inspection."

Center of Quarantine, said Purwo, in this case merely served to check the entire document as well as the authenticity and content that exist on the item.

"If all the formalities are complete, it is not possible of Quarantine centers hold the product," he said again.
