Jakarta (B2B) - Menteri Pertanian Suswono mengusulkan penerapan harga batas atas atau ´ceiling price´ pada daging sapi untuk mengatasi fluktuasi harga komoditas pangan, seperti halnya pada gabah atau beras yang diterapkan Badan Urusan Logistik (Bulog) melalui Harga Pembelian Pemerintah (HPP).
"Penerapan aturan harga batas atas dan batas bawah pada daging sapi mirip HPP Bulog pada beras, tujuannya untuk menjaga kebutuhan konsumen sekaligus melindungi peternak," kata Suswono kepada pers di kantornya, Selasa sore (16/7).
Menurutnya, melalui aturan tersebut maka pedagang dilarang menjual daging sapi di atas harga batas atas, dan peternak tetap terlindungi kepentingannya melalui harga batas bawah.
"Kalau ada yang melanggar batas atas, pedagang tersebut bisa dikenakan sanksi, harga batas bawah untuk melindungi peternak," kata Suswono yang didampingi Wakil Menteri Pertanian, Rusman Heriawan dan Sekretaris Jenderal Kementerian Pertanian, Hari Priono.
Suswono menambahkan, kebijakan tersebut telah diterapkan beberapa negara untuk memenuhi kebutuhan bahan pangan pokok, sekaligus meredam gejolak harga.
"Sistem harga seperti ini sudah diterapkan beberapa negara, kita coba untuk mengadopsinya untuk mengatasi persoalan harga daging sapi yang naik tidak terkendali. Sementara di Indonesia, sistem ini diterapkan oleh Bulog melalui HPP untuk stabilisator harga sekaligus melindungi kepentingan petani," ungkap Suswono.

According to him, through the rules, traders are prohibite to sells beef prices exceed the upper limit, and breeders remain protect its interests through the lower limit price.
"If anyone violates the upper limit, traders will get a penalty, while the lower limit price to protect breeders," said Suswono who was accompanied by Deputy Minister of Agriculture, Rusman Heriawan and Secretary General of the Ministry of Agriculture, Hari Priono.
Suswono added that the policy has been applied to several countries to fulfill the basic food needs, as well as reduce price volatility.
"The price system like this has been implemented in several countries, we try to adopt to overcome the problem of rising beef prices are not controlled. Meanwhile in Indonesia, the system is implemented by Bulog through HPP for stabilizing prices and protect the interests of farmers," said Suswono.
