Yogyakarta (B2B) - Jumlah penyuluh pertanian terus berkurang sehingga dikhawatirkan akan menimbulkan dampak serius pada pencapaian produksi pangan nasional, setelah pemerintah mencanangkan pencapaian swasembada pangan dalam tiga tahun ke depan.
Kementerian Pertanian RI (Kementan) menyatakan sampai saat ini jumlah penyuluh dari PNS hanya 24.996 orang, 19.060 tenaga harian lepas – tenaga bantu penyuluh pertanian (THL TBPP) dan 8.000 penyuluh swadaya, sementara jumlah desa saat ini mencapai 74.093 per Juni 2015 tidak sebanding dengan 52.056 penyuluh di seluruh Indonesia seperti dilansir Kementerian Keuangan RI.
Sekretaris Badan Penyuluhan dan Pengembangan Sumber Daya Manusia Pertanian (BPPSDMP) Kementan, Momon Rusmono mengakui bahwa jumlah tenaga penyuluh pertanian mengalami penyusutan, sekitar empat tahun lalu jumlahnya mencapai 27.000 PNS dan pada 2019 diperkirakan hanya tersisa sekitar 14.000 14.000, karena sebagian besar pensiun dan pengangkatan penyuluh harian lepas dan honorer menjadi PNS belum dilaksanakan secara optimal.
"Sementara penyuluh THL hanya ada 19 ribu orang, jumlahnya juga menurun dari sebelumnya tercatat mencapai 26.000 orang, padahal pada 2008 jumlahnya mencapai 26 ribu penyuluh THL, dan saat ini jumlah total penyuluh sekitar 44 ribuan dari PNS dan THL sedangkan penyuluh swadaya sekitar delapan ribuan orang," kata Momon Rusmono saat membuka kegiatan Kunjungan Pers BPPSDMP Kementan 2016 di Yogyakarta pada Rabu (20/4) mewakili Kepala BPPSDMP Kementan, Pending Dadih Permana yang berhalangan hadir.
Menurutnya, jumlah penyuluh pertanian tidak sebanding dengan kelembagaan petani yang didukung oleh 492.148 kelompok tani (Poktan) yang tergabung di 56.686 gabungan kelompok tani (Gapoktan)
"Kalau di satu Gapoktan terdapat 30 petani, padahal anggota Gapoktan mencapai 15 juta orang dan jumlah petani 32 juta, sehingga teman-teman penyuluh dan teman-teman dari BPPSDMP Kementan bertugas untuk terus menumbuh kembangkan petani sehingga itu bisa dilayani," kata Momon.
Dia menambahkan, hal ini menjadi tugas dan peran lembaga pendidikan di bawah binaan BPPSDMP Kementan untuk mendidik SDM berkualitas sebagai aspek kunci penyuluhan pertanian mulai dari tingkat desa hingga ke kecamatan.

The Secretary of Indonesia Agriculture Ministry´s Agency for Human Resource Development of Agricultural (BPPSDMP) Momon Rusmono admitted that the number of agricultural extension is reduced, four years ago there were 27,000 of civil servants and in 2019 estimated there were only about 14,000, since most retired and was appointed as an employee of freelance and honorary become civil servants have not been implemented optimally.

According to him, the number of agricultural extension workers is not comparable with farmer institutions supported by 492,148 farmer groups who joined the 56,686 Farmers Group Association.
"If in a group, there are 30 peasant farmer, whereas members of Farmers Group reached 15 million people, and the number of farmers 32 million, so the team from the ministry in charge to continue educating agricultural extension workers to serve the farmers," Mr. Rusmono said.
He added that it is the duty and role of educational institutions under the guidance of the Agriculture Ministry´s BPPSDMP to educate qualified human resources as a key aspect of agricultural extension from the village level up to the district.
