Jakarta (B2B) - Ketentuan harga eceran tertinggi (HET) beras yang ditetapkan Kementerian Perdagangan RI pada 1 September 2017 dinilai efektif untuk mengatur harga di tingkat pedagang dan konsumen, dan tidak akan menekan harga di tingkat petani setelah Pemerintah RI menetapkan harga pembelian pemerintah (HPP) gabah dan adanya fleksibilitas harga 10%.
Hal itu dikemukakan Ketua Asosiasi Pedagang Beras Pasar Induk Beras Cipinang (PBIC) Nellys Soekidi dan Pelaksana Tugas (Plt) Kepala Biro Humas Kementerian Pertanian Suwandi menyikapi ketentuan HET beras yang penerapannya berlaku efektif 18 September mendatang, Senin pekan depan.
Nellys Soekidi mengatakan pemerintah menetapkan HET beras premium sebesar Rp12.800 per kilogram (kg) sementara Rp9.450 per kg untuk beras medium untuk wilayah Jawa, Sumatera, Sulawesi, dan Nusa Tenggara Barat (NTB). Sementara wilayah lain menyesuaikan dengan penambahan biaya transportasi.
"HET yang ditetapkan pemerintah saya nilai mengedepankan ekonomi keadilan, dan harus dikelola dengan baik mulai dari petani hingga ke pasar dan konsumen. Sementara pedagang menginginkan kondisi harga stabil, tidak terlalu tinggi atau sangat rendah, karena pedagang tetap memikirkan kepentingan konsumen," kata Nellys kepada pers di Jakarta pada Rabu (14/9).
Dia menambahkan, harga beras premium di PIBC selalu di bawah HET merujuk pada pengalaman enam tahun berdagang berdagang beras di Cipinang. Hingga Senin lalu (11/9) stok beras di PIBC mencapai 4.000 ton dan pada Selasa (12/9) sekitar 2.500 ton.
Koordinasi Intensif
Suwandi mengatakan bahwa Kementan melakukan koordinasi secara intensif dengan Kemendag, khususnya pada sosialisasi HET sehingga proses implementasinya berjalan lancar dan dipatuhi pihak-pihak terkait.
"Pemerintah melalui Kementan memastikan dampak HET ini tidak akan menekan harga di tingkat petani, setelah penetapan HPP dan adanya fleksibilitas harga 10 persen," katanya.
Menurutnya, hal itu juga untuk memastikan bahwa pemerintah hadir di tengah masyarakat, dengan mengedepankan perlindungan pada petani dan kebutuhan konsumen tanpa mengabaikan kepentingan pedagang beras.

Mr Soekidi said the decree, issued last week with immediate effect, puts ceiling prices at between 9,450 rupiah to 10,250 rupiah ($0.71-$0.77) per kilogram (kg) for 25-percent broken rice, or what authorities call 'medium rice', depending on where the grain is sold in the archipelago.
"The caps rice prices policy in the public interest that must be managed properly from farmers to markets and consumers. Rice traders want the price stable, not too high or very low, because it still thinks about interests of consumers," he told the press here on Wednesday (September 14).
He added the premium rice price in Jakarta's Cipinang so far under the caps rice prices refers to his experience as a rice trader for the past six years. Until Monday, the rice stock in Cipinang reached 4,000 tons and Tuesday is about 2,500 tons.
Intensive Coordination
Suwandi said that the agriculture ministry coordinated intensively with the trade ministry, particularly caps rice prices socialization so that the implementation process runs smoothly.
"Rice prices also carry a heavy weighting in calculating the country's consumer price index," he said.
According to him, it is also to ensure that the government is present in the community, by prioritizing protection to farmers and consumer needs without ignoring the interests of rice traders.
