Serap Gabah Anjlok, Bulog Harus Segera Distribusikan Beras ke Provinsi Minus Produksi

Jakarta (B2B) - Perum Badan Urusan Logistik (Bulog) harus bertindak cepat mendistribusikan beras dari gudang Bulog di tiga provinsi surplus ke provinsi yang masih minus produksi, untuk mengantisipasi anjloknya serapan gabah (Sergap) akibat gudang Bulog di Jawa Timur, Jawa Tengah, dan Jawa Barat disinyalir sudah penuh meskipun belum memenuhi target Kementerian Pertanian RI.
"Kalau gudang Bulog di tiga provinsi di Pulau Jawa yang surplus produksi termasuk Sulawesi Selatan sudah kelebihan stok, berasnya harus move out (dipindahkan) ke provinsi yang masih minus, untuk efisiensi maka moving out ini dengan pendekatan regional, provinsi di timur ke wilayah timur Indonesia begitu pula di barat ke barat," kata Ketua Umum Kontak Tani Nelayan Andalan (KTNA) Winarno Tohir di Jakarta belum lama ini.
Menurutnya, langkah tersebut harus segera dilakukan Bulog untuk menjaga semangat para petani di seluruh Indonesia, untuk mendukung peningkatan produksi padi seperti dirancang Kementan dengan Bulog sebagai mitra strategis untuk mengendalikan harga gabah di tingkat petani dan harga beras di tingkat konsumen.
Winarno mensinyalir penuhnya gudang Bulog mengakibatkan anjloknya serapan gabah di Jabar, Jateng dan Jatim pada Juli, Agustus dan September 2016 padahal target serapan gabah pada ketiga lumbung pangan nasional tersebut belum terpenuhi.
"Apabila serapan gabah anjlok dan tidak mampu diangkat kembali, dikhawatirkan harga pembelian gabah di tingkat petani oleh pihak lain selain Bulog akan merosot tajam. Kondisi ini tentu akan mempengaruhi target stok Bulog 3,9 juta ton pada 2016 dan akan mempengaruhi kesejahteraan petani," kata Winarno Tohir
Jangan Kecewakan Petani
Kementan melansir data serapan gabah oleh Bulog di Jabar baru mencapai 438.724 ton padahal targetnya 650.000 ton, Jateng hanya 451.922 ton dari target 615.000 ton, dan target untuk Jatim 1.050.000 ton tapi baru terealisir 581.011 ton.
Sementara dari tingkat rata-rata penyerapan gabah per provinsi, serapan tertinggi terjadi pada Mei hingga 101.471 ton di Jabar, Jateng mencapai 100.558 ton, dan 133.275 ton di Jatim, "namun serapan gabah tersebut mulai anjlok pada Juli dan Agustus atau hanya mencapai 40% jika dibandingkan serapan gabah pada April dan Mei 2016," menurut data Kementan.
Winarno Tohir menyesalkan perkembangan negatif ini karena Bulog sebagai BUMN adalah ´pemain besar´ sebagai mitra utama petani, "kalau serapan gabah oleh Bulog anjlok dan terus berlanjut, hal ini sangat mengecewakan petani."
"Kalau tidak segera diatasi, harga gabah anjlok dan petani tidak bersemangat lagi. Upaya Kementan untuk penuhi produksi seharusnya dihargai oleh Bulog dengan menyerap gabah dan pengendalian harga di tingkat petani, apalagi pada tiga propinsi tersebut dan Sulawesi Selatan, potensi panen pada bulan-bulan ke depan masih tinggi hingga akhir tahun," kata Winarno.

"If Bulog warehouses in three provinces in Java Island had overstocks included in South Sulawesi, rice stocks have to move out to the provinces of minus production, with a regional approach as provinces in the east to the eastern region of Indonesia and vice versa," said Chairman of the Indonesian Farmer Group (KTNA) Winarno Tohir here recently.
According to him, these measures should be carried out by Bulog to keep the spirit of farmers across the country, supporting an increase in rice production as designed by the ministry with Bulog as a strategic partner to control grain prices at the farm level, and the rice price consumer level.
Mr Tohir indicated Bulog warehouse overstocks that triggered the slump in the uptake of grain in West Java, Central Java and East Java in July, August and September 2016 whereas a target on a national three barns has not been met.
"If the fall will be difficult to recover, the selling price of grain would drop to a third party. This constraint will affect the achievement of the target stock Bulog to 3.9 million tons in 2016, and will affect the welfare of farmers," he said.
Farmers Will Upset
The ministry reported the uptake of grain by Bulog in West Java reached 438,724 tons of target 650,000 tons, Central Java, only 451,922 tons of target 615,000 tons, and targets in East Java 1,050,000 tons but the realization only 581,011 tons.
While the average rate per province, which is the highest in May to 101,471 tons in West Java, Central Java reached 100,558 tons and 133,275 tons in East Java, "but dropped in July and August or only 40% compared to April and May 2016," according to the ministry.
Mr Tohir regretted it, because Bulog as an SOE is a partner of the farmer, "if the uptake of grain plummeted to continue, would disappoint the farmers."
"If grain prices dropped would weaken the enthusiasm of farmers. Commitment ministries should be appreciated by Bulog, the potential of the rice harvest in the three provinces and South Sulawesi until the end of the year is still high," he said.
