Jakarta (B2B) - Kementerian Pertanian (Kementan) akan mendukung pengembangan produksi Bahan Bakar Nabati (BBN) atau bioenergy, dengan menyiapkan tanaman sebagai bahan baku, sementara Kementerian Energi Sumber Daya Mineral (ESDM) akan memudahkan regulasi pengaturan energi terbarukan dengan BBN.

Wakil Menteri Pertanian Rusman Heriawan mengatakan Kementan berkomitmen untuk mengembangkan tanaman pendukung program bionergi berupa padatan untuk biomass dan biobriquette, cairan untuk biofuels maupun gas (biogas) dari bahan-bahan organik alami.

"Kementan telah memiliki program aksi dan terus mengembangkan bahan tanaman yang bermanfaat bagi bahan baku bioenergi meliputi tanaman jarak pagar, ubi kayu, sorgum, sagu, kelapa, kelapa sawit dan bahan tanaman lainnya tanpa mengganggu program pemantapan ketahanan pangan nasional," kata Rusman Heriawan dalam workshop ´Pengembangan Bioenergi Nasional´ di Jakarta, Rabu (18/9).

Menurutnya, bioenergi menawarkan kemungkinan memproduksi energi tanpa meningkatkan kadar karbon di atmosfer, karena tanaman untuk memproduksi bioenergi mengurangi kadar karbondioksida di atmosfer. Berbeda dengan bahan bakar fosil yang mengembalikan karbon yang tersimpan di bawah permukaan tanah selama jutaan tahun ke udara.

"Penggunaan bioenergi mengurangi ketergantungan pada minyak bumi serta meningkatkan ketahanan energi nasional," ungkap Rusman Heriawan.

Wakil Menteri ESDM, Susilo Siswoutomo menambahkan dalam dua dekade terakhir terlihat adanya peningkatan penggunaan BBM yang cukup signifikan. Secara global, terjadi pergeseran pengelolaan energi dunia didukung komitmen internasional untuk mengurangi emisi gas karbondioksida (CO2) membuat peran BBN menjadi penting.

Susilo Siswoutomo menambahkan, berdasarkan laporan International Energy Agency (IEA) yang memprediksi bahwa pada 2050, BBN dapat menurunkan kebutuhan bahan bakar minyak bumi sebanyak 20% hingga 40%.

"Secara nasional, upaya mengurangi ketergantungan terhadap bahan bakar fosil telah diterapkan sejak 2006, dengan keluarnya Peraturan Presiden Nomor 5 tahun 2006 tentang Kebijakan Energi Nasional," ungkap Wamen ESDM di sela workshop ´Pengembangan Bioenergi Nasional´ di Jakarta.

Rusman Heriawan menambahkan, kebijakan tersebut diikuti Instruksi Presiden Nomor 1 tahun 2006 yang menginstruksikan Menteri Pertanian untuk mendorong penyediaan tanaman pangan termasuk memfasilitasi penyediaan bibit dan benih, penyuluhan dan integrasi kegiatan pengembangan dan kegiatan pascapanen.

"Secara spesifik, pemerintah melalui Peraturan Menteri ESDM Nomor 32 tahun 2008 telah mengatur agar penyediaan bahan bakar cair dari fosil wajib memiliki kandungan BBN," ungkap Rusman.

"Ministry of Agriculture has a program of action and continue to develop plant material that are beneficial for bioenergy feedstock from jatropha, cassava, sorghum, sago, coconut, oil palm and other plant materials without disturbing the stabilization of national food security program," said Rusman Heriawan in workshop ´National Bioenergy Development´ in Jakarta, Wednesday (18/9).

According to him, bioenergy offers the possibility of producing energy without increasing carbon levels in the atmosphere, as plants to produce biofuels reduce carbon dioxide levels in the atmosphere. In contrast to fossil fuels, which returns carbon below ground for millions of years into the air.

"The use of bio-energy will reduce dependence on oil and increase national energy resilience," Rusman Heriawan said.

Deputy Minister of EMR, Susilo Siswoutomo added in the last two decades saw an increase in fuel usage significantly. Globally, the transition the world´s energy management supported international commitments to reduce emissions of carbon dioxide (CO2) to make biofuel becomes important role.

Susilo Siswoutomo added, based on reports from the International Energy Agency (IEA) predicts that by 2050, biofuels could reduce petroleum fuel requirements by 20% to 40%.

"Nationally, efforts to reduce dependence on fossil fuel has been implemented since 2006, with the release of Presidential Regulation No. 5 of 2006 on National Energy Policy," Deputy Minister EMR said at the workshop ´National Bioenergy Development´ in Jakarta.

Rusman Heriawan added, the policy followed by Presidential Instruction No. 1 of 2006 which instructed the Minister of Agriculture to encourage the provision of food crops including facilitating the provision of seeds, extension and integration activities and the development of post-harvest activities.

"Specifically, the government through the Minister of EMR Regulation No. 32 of 2008 has been arranged for the supply of liquid fossil fuels are required to have the content of biofuel," Rusman said.
