Jakarta (B2B) - Peran sub-sektor perkebunan sebagai primadona sektor pertanian melalui kontribusinya terhadap neraca perdagangan nasional kini terancam. Pasalnya, tiga kendala menghadang pengembangan khususnya luas areal sektor perkebunan mengalami pelambatan seperti komoditas karet hanya 3,2 juta hektar dalam empat tahun terakhir.

Ketua Umum Masyarakat Agroindustri dan Agrobisnis Indonesia (MAI) Fadel Muhammad mengatakan, sejak 2010, luas  luas areal sektor perkebunan mengalami pelambatan. Misalnya, komoditas karet, yang luas lahan arealnya relatif tidak berubah dalam empat tahun terakhir, yakni 3,2 juta hektare (ha).

"Sementara tingkat produktivitas cenderung mengalami pelambatan, yang merupakan mayoritas perkebunan rakyat. Komoditas kelapa, yang 95% merupakan perkebunan rakyat, hanya menghasilkan 0,5 ton hingga ton kopra per hektar," kata Fadel dalam seminar bertajuk Evaluasi Tahunan Ilmiah Kinerja Agribisnis Perkebunan di Jakarta, Rabu (27/2).

Produktivitas perkebunan sawit rakyat, kata Fadel, masih rendah, rerata hanya 3,5 ton per hektar. Padahal, luas perkebunan kelapa sawit rakyat mencapai 40% atau 3,4 juta ha dari total perkebunan kelapa sawit di tanah air sebesar 8,9 juta ha.

Pelambatan itu, menurut Fadel, disebabkan tiga hal. Pertama, ekspektasi investor yang beranggapan investasi di sub sektor perkebunan tidak lagi memberikan return of investment yang menarik. Kedua, kegiatan riset yang tidak memadai karena kurang mendapatkan dukungan pendanaan.

"Alhasil, motivasi inovasi untuk membuat alat pertanian dan benih yang berkualitas tidak ada. Kondisi ini jauh berbeda dengan Brazil dan Malaysia," ujar Fadel.

Masalah ketiga, kata Fadel, adalah minimnya infrastruktur di sentra perkebunan. "Pengusaha tidak sanggup menyediakan budget besar. Semestinya, 30% investasi infrastruktur disediakan pemerintah," terang Fadel.

Productivity of oil palm plantations of the people, Fadel said, was still low, the average is only 3.5 tons per hectare. In fact, vast oil palm plantations of people reach 40% or 3.4 million ha of oil palm plantations in the country of 8.9 million ha.

The slowdown, according to Fadel, due to three things. First, the expectations of investors who thought investing in the sub-sector plantations no longer provide an attractive return on investment. Second, inadequate research activities due to lack of funding support.

"As a result, innovation motivation for making agricultural implements and seed quality nothing. This condition much different with Brazil and Malaysia," said Fadel.

The third problem, Fadel said, is the lack of infrastructure in the center of the estate. "Employers are not able to provide a large budget. Supposedly, 30% of investment in infrastructure provided by the government," said Fadel.
