Jakarta (B2B) - Dua legislator di Senayan, Herman Khaeron dan Daniel Johan mengaku respek terhadap pencapaian pembangunan pertanian selama dua tahun Pemerintahan Joko Widodo - Jusuf Kalla khususnya pada subsektor tanaman pangan yakni beras dan jagung, terbukti Indonesia mampu memenuhi kebutuhan beras tanpa impor merujuk pada tiadanya surat izin impor beras.
"Saya ini paling keras kritik sektor pertanian.. tapi kali ini.... harus diakui positif. Tidak ada surat izin impor beras, impor beras awal tahun ini adalah realisasi dari kuota impor tahun lalu sebanyak 1,5 juta ton, yang terealisasi sekitar 800 ribu ton," kata Herman Khaeron, Wakil Ketua Komisi IV DPR RI kepada pers di Jakarta belum lama ini.
Pernyataan senada dikemukakan Wakil Ketua Komisi IV DPR, Daniel Johan bahwa kinerja Menteri Pertanian Andi Amran Sulaiman mengembangkan potensi pertanian nasional, "...on the track..."
Pendapat legislator dari Partai Demokrat dan Partai Kebangkitan Bangsa (PKB) tersebut senada dengan komentar Menteri Perdagangan, Enggartiasto Lukita bahwa tidak ada pihak terkait yang mengajukan permintaan impor pangan kepada kementeriannya sampai saat ini.
“Ngapain lagi impor, barang banyak. Orang yang impor saja tidak ada yang mau, gimana? Sampai sekarang nggak ada permintaan impor. Beras oke, cabai aman, bawang bagus," kata Enggartiasto usai rapat koordinasi di kantor Menko Perekonomian di Jakarta belum lama ini.
Negara Kepulauan
Kedua legislator juga mengingatkan Kementerian Pertanian RI tentang ´pekerjaan rumah´ khususnya pengendalian harga dan pasokan pangan mengingat Indonesia adalah negara kepulauan.
"Negeri ini kepulauan. Kalau terjadi ombak tinggi di laut, kapal tidak bisa berlayar. Pasokan pangan dari sentra produksi ke daerah lain yang bukan sentra produksi terancam dan harga bakal bergejolak," kata Herman Khaeron.
Daniel Johan mengusulkan insentif ke sektor transportasi pengangkut produk pangan, dan perlu dipikirkan pula pendirian badan usaha milik (BUMDes) di setiap desa, yang bertujuan mendorong pertumbuhan ekonomi dan kemandirian pangan di pedesaan, Dan di sisi lain akan memberi keleluasaan Badan Urusan Logistik (Bulog) melaksanakan tugas dan kewajibannya karena berhadapan dengan kegiatan ekonomi rakyat yang berbadan hukum.
"Jangan abaikan upaya diversifikasi pangan, program ini bertujuan menekan ketergantungan konsumen pada beras," kata Daniel.
Berdaulat Pangan, Petani Sejahtera
Kebijakan pembangunan pertanian Pemerintahan Joko Widodo - Jusuf Kalla yang diamanatkan kepada Kementan dengan target utama ´berdaulat pangan, petani sejahtera´ yang fokus pada pangan strategis dan pengembangan sentra/kawasan produksi.
Menteri Pertanian RI Andi Amran Sulaiman dalam berbagai kesempatan menegaskan komitmennya untuk mengendalikan impor dan mendorong ekspor, disain tata niaga baru, pengembangan onf-farm dan paska panen yang didukung oleh regulasi, investasi dan hilirisasi dan pengembangan infrastruktur.
Pencapaian kinerja Kementan dilansir Badan Pusat Statistik (BPS) tentang angka tetap (Atap) produksi padi mencapai 75,55 juta ton gabah kering giling (GKG), yang ternyata bukan hanya lebih tinggi dari target Rencana Strategis 2015 - 2019 yang tertulis 73,40 juta GKG pada 2015 dan kemudian tercatat sebagai rekor produksi padi tertinggi dalam 10 tahun terakhir.
Data produksi padi 2010 - 2014 di bawah pencapaian di atas, merujuk pada data produksi 2010 hanya mencapai 66,47 juta ton GKG, 65,76 juta ton GKG pada 2011, 2012 mencapai 69,06 juta ton GKG, 2013 sebesar 71,28 juta ton GKG, dan 70,25 juta ton GKG pada 2014.
Ketua Umum Kontak Tani Nelayan Andalan (KTNA) Winarno Tohir mengapresiasi capaian Atap 2015, dan produksi beras tahun ini merujuk pada Angka Ramalan II 2016 mencapai 79 juta ton GKG seperti dirilis BPS.
KTNA mengapresiasi impor jagung pada Januari hingga Mei 2016 yang turun 47,5% dibandingkan periode sama pada 2015, dan mampu menghemat devisa sekitar Rp2,7 triliun karena meningkatnya produksi jagung dalam negeri pada 2015 mencapai 19,61 juta ton. Begitu pula impor bawang dan cabai juga menurun.
Begitu pula dengan nilai tukar petani (NTP) nasional pada September 2016 naik 0,45% (102,02) ketimbang NTP Agustus 2016, mengacu pada indeks harga yang diterima petani (It) meningkat 0,73%, lebih besar dari kenaikan indeks harga yang dibayar petani (Ib) sebesar 0,28%.
Lembaga internasional, Global Food Security Index (GFSI) melansir indeks ketahanan pangan global menyatakan peringkat Indonesia naik dari 74 ke 71 di antara 113 negara.

Opinion legislators of Democratic Party and National Awakening Party (PKB) similar with Trade Minister´s comments, Enggartiasto Lukita that no related parties who filed imports of rice to his ministry until today.
"Why should import, stock enough. Nothing request for import, why? Until now nobody filed an import permit. Rice okay, chilli is adequate, shallots is enough," Mr Lukita said after coordination meeting at his office of minister for economic affairs here recently.
Archipelago State
Both legislators also reminded the agriculture ministry of the ´homework´ special on price control and food supply considering that Indonesia is an archipelago.
""This an archipelago. If the high waves at sea, the ship could not sail. The supply of food from production centers to the regions will be threatened and food prices will soar," Mr Khaeron said.
Mr Johan propose incentives for the transport of food, and should be considered to establish business entity at the village level in each village, which is aimed at boosting economic growth and self-sufficiency in the countryside. On the other hand, will provide flexibility to the State Logistics Agency (Bulog) carry out its duties and responsibilities for dealing with people´s economic activities.
"Do not forget the food diversification, the program aims pressing needs of Indonesian people to the rice," Mr Johan said.
Food Sovereignty and Farmers´ Welfare
Agricultural development policy of Joko Widodo administration as mandated to agriculture ministry with the goal of ´food sovereignty, prosperous farmers´ which focused on strategic food, and development of production centers.

Chairman of Association of Farmers and Fishermen (KTNA) Winarno Tohir appreciates the achievements of constant number rice production reached 75.55 million tons of GKG and 2016 rice production estimate refers to the production reached 79 million tons of GKG as released by BPS.
The KTNA appreciate the import of maize from January to May 2016 were down 47.5% compared to the same period in 2015, and save 2.7 trillion foreign exchange due to increased maize production in the country in 2015 to reach 19.61 million tons. Similarly, imports of onions and peppers were also decreased.
Similarly, the purchasing power of Indonesian farmers (NTP) in September 2016 up 0.45% (102.02) rather than the NTP in August 2016, refers to the ratio of price index received by farmers (It) increased 0.73%, higher than increase the index of prices paid farmers (Ib) of 0.28%.
