Jakarta (B2B) - Memperhatikan tantangan besar ke depan serta peran strategis dan multidimensi pertanian, maka paradigma ´pembangunan berbasis pertanian´ yang selama ini telah diterapkan, sudah tidak relevan lagi dan perlu disesuaikan dengan paradigma baru.

"Paradigma ini menuntut peran pertanian tidak hanya sebagai penghasil utama bahan pangan, tetapi menjadi penghasil biomassa bahan baku biorefinery untuk menghasilkan bahan pangan, pakan, pupuk, serat, energi, produk farmasi, kimiawi dan bioproduk lainnya," kata Menteri Pertanian Suswono pada peluncuran buku Strategi Induk Pembangunan Pertanian 2013-2045 di Kampus IPB Dramaga Bogor, Jawa Barat, Selasa (3/9).

Kegiatan tersebut diselenggarakan bersamaan dengan seminar dan pertemuan University Network for Tropical Agriculture. Turut hadir Rektor IPB Bogor, Prof Dr Herry Suhardiyanto; President National Pingtung University of Science and Technology (Korea Selatan), Prof Dr Yuan-Kuang Guu; Deputy Director of Rural Infrastructure and Agro -Industries Division, Food and Agriculture Organization (FAO) PBB di Roma, Dr Carlos Arthur B da Silva; Vice President for International Relations Kasetsart University (Thailand), Prof Dr Poonpipope Kasemsap; President of Maejo University (Thailand), Prof Dr Chamnian Yosraj; Senior Vice President of Queensland University (Australia), Prof Dr Deborah Terry; Vice President of Thai Nguyen University (Vietnam) Prof Dr Dang Van Minh.

Paradigma baru yang pertama, kata Suswono, adalah Pertanian untuk Pembangunan yaitu rencana pembangunan perekonomian nasional perlu dirancang dan dilaksanakan berdasarkan tahapan pembangunan pertanian secara rasional. Sektor pertanian harus dijadikan sebagai motor penggerak transformasi pembangunan yang berimbang dan menyeluruh.

Mentan menambahkan, paradigma baru yang kedua adalah Sistem Pertanian Bioindustri Berkelanjutan, yaitu transformasi dari orientasi pembangunan berbasis bahan baku fosil menjadi berbasis sumberdaya terbarukan (sumberdaya hayati).

"Reorientasi paradigma tersebut sebenarnya sudah mulai diterapkan di lapangan, antara lain dengan memanfaatkan biomassa setempat kemudian meminimalkan penggunaan input dari luar, tidak memindahkan unsur hara ke luar wilayah dan meningkatkan nilai tambah melalui integrasi vertikal dan horisontal," tambah Suswono.

Suswono menambahkan, kondisi Indonesia yang berada di wilayah tropis memiliki mega biodiversity baik di daratan maupun laut serta pancaran sinar matahari yang penuh dan stabil sepanjang tahun merupakan potensi yang harus dimanfaatkan secara optimal.

Melalui kemajuan teknologi yang terus berkembang, tambah Mentan, proses pemanfaatan biomassa melalui pemanenan matahari dengan siklus biogeokimia dan proses hidrologi mampu secara optimal menghasilkan produk unggul dan sumber air.

"This paradigm requires not only the role of agriculture as a major producer of food, but a producer of biomass, the feedstock of biorefinery to produce food, feed, fertilizer, fiber, energy, pharmaceutical products, chemicals and other bioproduct," Minister of Agriculture (MoA) Suswono at book launch Agricultural Development Grand Strategy 2013-2045 at Campus Dramaga IPB Bogor, West Java, on Tuesday (3/9).

The activity was held alongside with the seminars and meetings University Network for Tropical Agriculture (UNTAET). Also present Rector of IPB Bogor, Prof. Dr. Herry Suhardiyanto; President National Pingtung University of Science and Technology (South Korea), Prof. Dr. Yuan-Kuang Guu; Deputy Director of Rural Infrastructure and Agro-Industries Division, Food and Agriculture Organization (FAO) in Rome, Dr. Carlos Arthur B da Silva; Vice President for International Relations Kasetsart University (Thailand), Prof. Dr. Poonpipope Kasemsap; President of Maejo University (Thailand), Prof. Dr. Chamnian Yosraj; Senior Vice President of Queensland University (Australia), Prof. Dr. Deborah Terry; Vice President of Thai Nguyen University (Vietnam) Prof Dr Dang Van Minh.

The new paradigm of the first, Suswono said, Agriculture for Development is the national economic development plan needs to be designed and implemented based on the stages of agricultural development in a rational way. The agricultural sector should be used as a driving force of a balance and comprehensive transformation.

MoA Suswono added that the second new paradigm is A System of Sustainable Agriculture-Bioindustry, that transforms from the fossil-based development orientation into a renewable resource-based development (bio resources).

"Reorientation of those paradigms actually has already been implemented in the field, such as, using local biomass, minimizing the local biomass then minimize the use of external inputs, keeping the nutrient element in the region and increasing added value through vertical and horizontal integration," Suswono added.

Suswono added that conditions in Indonesia are located in the tropics have a mega biodiversity both on land and sea and sun exposure is full and stable throughout the year is a potential that must be used optimally.

Through advances in technology are constantly evolving, added Minister of Agriculture, the utilization of biomass through harvesting the sun with biogeochemical cycles and hydrological processes are able to optimally produce superior products and water sources.
