Jakarta (B2B) - Penerapan kebijakan larangan impor buah dan sayuran (hortikultura) melalui Rekomendasi Impor Produk Hortikultura (RIPH) tidak mudah secara teknis. Pasalnya, kebijakan RIPH memicu inflasi cukup tinggi selama Januari hingga Maret 2013 sehingga pemerintah berencana menghentikan penerapan RIPH.
Menteri Koordinator Perekonomian, Hatta Rajasa mengakui tingginya inflasi yang mencapai 2,41% sangat memprihatinkan. Kebijakan larangan impor buah dan sayuran menjadi salah satu penyebab inflasi.
Faktanya, lanjut Hatta, kebijakan ini hanya menyebabkan distorsi di lapangan mengingat pada praktiknya, penerapan sistem tersebut tidak mudah secara teknis.
"Belajar dari pengalaman soal tata niaga bawang putih selama tiga bulan, justru akan memicu kartel karena ada kuota yang diberikan kepada importir terdaftar serta proses memperoleh RIPH yang lama. Jadi saya rasa kebijakan ini tidak bisa dilanjutkan," kata Hatta Rajasa di Jakarta, Kamis (4/4).
Menyikapi hal itu, Hatta mengakui telah berdiskusi dengan Menteri Pertanian Suswono dan Menteri Perdagangan Gita Wirjawan untuk menerapkan kembali kebijakan impor sebelumnya.
Menurut Hatta, pada sistem impor yang lama, pemerintah memberlakukan impor produk hortikultura di masa paceklik. Penerapan sistem impor yang lama merupakan wewenang dari kementerian pertanian dan kementerian perdagangan.
"Sistem lama sudah baik, karena kalau memang harus impor, ya kami impor. Tapi saat musim panen, dicegat dengan bea masuk yang tinggi jadi importir akan berpikir dua kali. Mekanisme ini mampu menekan inflasi, petani juga terlindungi," ungkap Hatta.

In response, Hatta admitted had discussions with the Minister of Agriculture Suswono and Trade Minister Gita Wirjawan to implement the policy of previous imports.
