Jakarta (B2B) - Pemerintah RI menyanggah tudingan pakar proteksi tanaman di Institut Pertanian Bogor (IPB) bahwa benih padi hibrida dari China mengandung bakteri burkholderia glumae yang mengakibatkan padi membusuk dan tanpa isi, Kementerian Pertanian RI (Kementan) menyatakan bakteri tersebut ada di Indonesia sejak 1987 sehingga bukan isu baru namun hingga kini belum terbukti bahwa bakteri tersebut memicu gagal panen atau puso.

Penegasan tersebut dikemukakan oleh Kepala Balai Besar Penelitian Tanaman Padi, Mohammad Ismail Wahab; Direktur Perbenihan pada Ditjen Tanaman Pangan, Ibrahim Saragih; Kepala Biro Humas dan Informasi Publik, Agung Hendriadi; dan Kepala Pusat Karantina Tumbuhan, Antarjo Dikin pada Senin (19/12) untuk menanggapi pernyataan Ketua Departemen Proteksi Tanaman Fakultas Pertanian IPB, Suryo Wiyono bahwa benih padi hibrida dari China tercemar bakteri berbahaya burkholderia glumae.

"Bakteri burkholderia glumae sudah ada di Indonesia sejak 1987, dan bukan hal baru seperti dikemukakan Suryo Wiyono dari hasil penelitiannya. Sejak 1987 hingga saat ini belum pernah ada kejadian luar biasa karena bakteri burkholderia glumae yang mengakibatkan gagal panen. Walaupun ada ancaman bakteri berbahaya tersebut tidak mengganggu produksi petani," kata Ismail Wahab kepada pers.

Sebelumnya diberitakan bahwa IPB mengingatkan Kementan tentang bakteri berbahaya burkholderia glumae sudah menyebar di Pulau Jawa khususnya persawahan di kawasan Bogor, Jawa Barat.

Ibrahim Saragih menambahkan benih padi hibrida di Indonesia telah memberikan hasil yang baik hingga 14 ton per hektar, kendati begitu untuk sementara benih impor padi hibrida dihentikan karena Kementan memprioritaskan benih padi dalam negeri.

Tidak Komprehensif
Agung Hendriadi menyesalkan tudingan tersebut karena penelitian oleh IPB hanya dilakukan di dua lokasi yakni Kabupaten Tegal di Provinsi Jawa Tengah dan Kabupaten Blitar di Jawa Timur, karena benih padi hibrida ditanam di banyak tempat mulai dari Pulau Sumatera, Pulau Jawa, Pulau Kalimantan, Provinsi Nusa Tenggara Barat (NTB), dan Pulau Sulawesi.

"Penelitian tersebut tidak dilakukan secara komprehensif karena hanya dilakukan di dua kabupaten," kata Agung Hendriadi, mantan Sekretaris Badan Penelitian dan Pengembangan Pertanian (Balitbangtan).

Dia menambahkan, hingga saat ini benih padi hibrida yang diimpor dari China hanya 800 ton atau setara 50 hektar ekuivalen dengan 0,3% dari total luas tanam di seluruh Indonesia yang mencapai 14 juta hektar.

"Kementan atas nama pemerintah menilai pernyataan tersebut tidak tepat dan dapat meresahkan masyarakat khususnya petani, yang telah mendukung langkah pemerintah untuk mencapai swasembada pangan," kata Agung.

Antarjo Dikin menambahkan Badan Karantina Pertanian sesuai regulasi menerapkan persyaratan karantina tumbuhan (plant quarantine requirements) untuk pemasukan benih ke wilayah NKRI harus dilengkapi sertifikat kesehatan tumbuhan atau phytosanitary certificate dari National Plant Protection Organization (NPPO) negara asal.

Dia menambahkan, Barantan juga menetapkan impor dilakukan melalui tempat-tempat pemasukan yang telah ditetapkan kemudian dilaporkan dan diserahkan kepada petugas karantina tumbuhan setibanya di tempat pemasukan untuk keperluan tindakan karantina tumbuhan.

"Kewajiban tambahan sebagai additional requirements adalah impor tersebut disertai surat ijin pemasukan atau SIP dari Menteri Pertanian RI seperti tercantum pada lampiran Peraturan Menteri Pertanian No. 51/2015 dan/atau berdasarkan hasil analisis risiko," katanya.

The denial was stated by Director of Indonesian Center for Rice Research (ICRR) Mohammad Ismail Wahab; Director of Seeds in the Directorate General of Food Crops, Ibrahim Saragih; Head of Public Relations and Public Information, Agung Hendriadi; and Director of Plant Quarantine, Antarjo Dikin here on Monday (12.19.16) to respond statement of Chairman the Department of Plant Protection in Faculty of Agriculture IPB, Suryo Wiyono  that hybrid rice seeds from China contaminated with bacteria burkholderia glumae.

"The bacteria burkholderia glumae in Indonesia since 1987, and not a new issue as stated by Suryo Wiyono of research results. Since 1987 until now there has never been extraordinary event because of Burkholderia glumae related crop failure," Mr Wahab told the press.

Previously it was reported that the IPB reveal about the bacteria burkholderia glumae has spread in Java Island, especially in Bogor District of West Java Province.

Ibrahim Saragih added harvest of hybrid rice in Indonesia is quite good, with a maximum production rate of 14 tons per hectare, although once the ministry to stop importing the seeds because prioritizes local seeds.

Incomprehensive
Agung Hendriadi deplores these allegations because research by IPB is only done at two locations namely Tegal District of Central Java Province and Blitar District of East Java Province after being planted across the country.

"The research was not comprehensive because only in two districts," said Mr Hendriadi, former Secretary of Indonesian Agency for Agricultural Research and Development of Agriculture Ministry (IAARD).

He added that until recently hybrid rice seeds from China is only 800 tons to 50 hectares or the equivalent 0.3% of the total planting area in Indonesia reached 14 million hectares.

"The ministry on behalf of government considered the statement is inappropriate and disturbing the public, especially farmers, who have supported the government's move to achieve food self-sufficiency," Mr Hendriadi said.

Antarjo Dikin added the Agriculture Quarantine Agency (IAQA) according to o the regulation on plant quarantine requirements for the importation of seed into Indonesia must be equipped with a phytosanitary certificate from the National Plant Protection Organization (NPPO) of the exporting country.

He added, the IAQA also require the import entry through places that have been set, then reported and handed over to the quarantine personnel upon arrival at point of entry for plant quarantine measures.

"Additional requirements for imports should include import license from Agriculture Minister in Indonesia as stated in appendix Minister of Agriculture Decree Number 51/2015 and / or based on results of risk analysis," he said.
