Jakarta (B2B) - Pemerintah RI membentuk pos khusus di 150 kabupaten/kota untuk memantau produksi dan pergerakan harga bawang merah dan aneka cabai pada puncak musim panen dan masa tanam Juli - Agustus 2017 di seluruh Indonesia, setelah hasil produksi Juni rata-rata surplus hampir 9.000 ton dan Kementerian Pertanian meminta Badan Urusan Logistik (Bulog) untuk menyerap hasil produksi petani sebelum harga kadung anjlok.

"Dari 150 kabupaten dan kota, 50 di antaranya merupakan sentra utama bawang merah dan aneka cabai, sehingga produksi dan fluktuasi harga terpantau dan tercatat," kata Sri Wijayanti Yusuf, Sekretaris Direktorat Jenderal Hortikultura kepada pers di kantornya pada Selasa (20/6).

Sri Wijayanti memperkirakan harga cabai besar pada Juni hingga Agustus relatif stabil setelah produksi Juni surplus 8.800 ton, Juli diprediksi surplus 8.900 ton dan surplus Agustus diperkirakan 8.800 ton. Begitu pula produksi cabai rawit merah pada Juni surplus 8.900 ton, Juli kelebihan 9.100 ton, dan Agustus 9.300 ton.

Dia berharap produksi bawang merah juga surplus seperti pada Juni mencapai 9.000 ton, surplus Juli hingga Agustus diperkirakan 16.000 ton.

"Meskipun begitu, kami khawatir fluktuasi harga Juli dan Agustus karena puncak panen dan musim tanam, kami minta dukungan Bulog untuk menyerap produksi petani sesuai harga acuan pemerintah," kata Sri Wijayanti yang didampingi pejabat eselon tiga dan empat Ditjen Hortikultura.

Fluktuasi Harga
Hingga Selasa (20/6) harga di tingkat petani per kg untuk cabai keriting di Lombok Timur Rp9.000 dan Rp9.000 di Pasar Induk Kramat Jati (PIKJ) pada Senin (19/6), "berarti harga masih aman," kata Sri Wijayanti.

Harga cabai besar di Asahan, Sumatera Utara hanya Rp4.000 berbanding jauh dengan harga eceran di PIKJ mencapai Rp18.000 per kg.

Harga cabai rawit merah terendah per 19 Juni di Bantaeng Rp12.000, tapi harga eceran PIKJ Rp25.000 perkg. "Selisih harga ini tergolong ideal. Petani dan konsumen tetap diuntungkan."

Harga cabai rawit hijau terendah di Lombok Barat, Rp5.000 per kg di petani melambung empat kali di PIKJ, Rp20.000.

"Harga bawang merah terendah di tingkat petani adalah di Aceh Tengah adalah Rp7.000 per kg dan harga rata-rata di daerah lain Rp16.400 sementara di Kramat Jati Rp25.000," kata Sri Wijayanti.

Dia menambahkan, fluktuasi harga tersebut merupakan prognosa, dengan menghitung produksi berdasarkan luas tambah tanam (LTT) empat bulan sebelumnya untuk cabai, dan dua bulan sebelumnya untuk bawang merah.

Similarly red chili in June surplus 8,900 tons, July surplus 9,100 tons, and August 9,300 tons.

She hopes that shallots production also a surplus as in June reached 9,000 tons, July and August surplus is estimated at 16,000 tons.

"However, we are worried about price fluctuations in July and August due to the harvest season and planting season, we ask for Bulog's support to buy farmers' production according to government reference price," Mrs Yusuf said.

Price Fluctuations
Until Tuesday, June 20, curly chillies price in farmers in East Lombok of 9,000 rupiah per kg and 9,000 rupiah in East Jakarta's Kramat Jati Central Market on Monday (June 19), ""the price is stable," she said.

The price of big chilli in Asahan of North Sumatra province is only 4,000 rupiah compared to the retail price in Kramat Jati 18,000 rupiah per kg.

The lowest price of red chili as of June 19 is 12,000 rupiah in Bantaeng, South Sulawesi province but retail price of Kramat Jati is 25,000 rupiah per kg. "The ideal price difference. Farmers and consumers still make a profit."

The lowest price of green chili in West Lombok, West Nusa Tenggara province 5,000 rupiah per kg in farmers then the price soared in Kramat Jati to 20,000 rupiah.

"The lowest shallot price at farmers' level is in Central Aceh at 7,000 rupiah per kg and the average price in other areas is 16,400 rupiah while the Kramat Jati is 25,000 rupiah," Mrs Yusuf said.

He added that the price fluctuation is a prognosis, calculating production based on the planted area added (LTT) four months earlier for chili, and two months earlier for shallots.
