Jakarta (B2B) - Pemerintah berencana membuka sektor jasa logistik untuk investor asing, dan mengeluarkan dari Daftar Negatif Investasi (DNI). Hal ini dilakukan sebagai langkah untuk mempersiapkan diri menuju Masyarakat Ekonomi Asean (MEA).
Menteri Koordinator Perekonomian, Hatta Rajasa mengatakan revisi DNI sedang tahap pembahasan di eselon satu. Beberapa sektor akan dikeluarkan dari DNI, seperti sektor jasa logitik. “Ini juga dalam rangka penyesuaian dengan MEA pada 2015.”
Rajasa mengatakan sektor jasa akan dibuka oleh 70% untuk investor asing. Selain itu, pemerintah akan berusaha untuk meningkatkan defisit transaksi berjalan, salah satu caranya dengan mengubah sistem pengiriman dari FOB (Free on Board, yang berarti bahwa eksportir hanya bertanggung jawab sampai barang tiba on board) ke CIF (Cost Insurance, dan Pengangkutan/transportasi biaya dan premi asuransi sudah dibayar oleh penjual sampai pelabuhan tujuan).
Rajasa mengatakan bahwa dengan menggunakan sistem CIF, nilai ekspor akan meningkat sekitar 8% dari total ekspor.
"Jika ekspor kita sekitar US$180 miliar menjadi US$ 200 miliar, dengan menggunakan CIF nilai ekspor diperkirakan meningkat sekitar US$18 miliar setidaknya kita memiliki nilai ekspor yang potensial sekitar US$6 miliar. Hal ini bisa menutupi defisit transaksi berjalan, namun semua transportasi harus menggunakan bendera Indonesia jadi devisa kita tidak terbang keluar," katanya.

Coordinating Economy Minister, Hatta Rajasa said the DNI revision is being discussed by echelon one officials. According to Rajasa, some sectors will be excluded from DNI, such as logistic services sector. "It is also to comply with the AEC in 2015," he explained.
Rajasa said the services sector will be opened by 70 percent to foreign investors. In addition, the government will seek to improve the current account deficit, one way is by changing the shipping system from FOB (Free on Board, which means that exporters are only responsible until the goods arrived on board) to CIF (Cost Insurance, and Freight/transportation costs and insurance premiums have been paid by the seller until the destination port). Rajasa said that by using the CIF system, the value of exports will increase by approximately eight per cent from the total exports.
"If our export at around US$ 180 billion to US$ 200 billion, by using CIF additional export value is expected to reach about US$ 18 billion, at least we have a potential export value of about US$ 6 billion. This could cover the current account deficit statistically, yet all transportation must use Indonesia’s flag so our forex will not flow out," he said.
