Jakarta (B2B) - Pemerintah Provinsi DKI diminta menyikapi secara hati-hati permintaan penangguhan Upah Minimum Provinsi (UMP) DKI sebesar Rp 2,2 juta oleh sebagian pengusaha. Pasalnya, perusahaan yang menolak UMP yang diteken Gubernur DKI Jakarta Joko Widodo merupakan perusahaan yang eksis secara finansial, namun enggan mengikuti ketentuan aturan tersebut.
"Perusahaan yang mengajukan penangguhan ini terdapat dua jenis yakni yang benar-benar tidak mampu dan perusahaan yang tidak mau," kata Direktur Institute for Development of Economics and Finance (Indef), Enny Sri Hartati.
Menurutnya, industri yang saat ini mengalami penurunan adalah tekstil dan garmen. Terlebih selama ini, anggaran untuk upah buruh hanya sebesar 20 persen, sementara biaya transaksi lebih besar yakni hingga 30 persen. Pihaknya menyarankan agar perusahaan bisa mengurangi biaya transaksi agar bisa membayar upah pegawai.
Ia berpendapat besaran UMP 2013 yang telah ditetapkan dalam batas wajar. Karena jika upah yang diberikan minim, maka akan berdampak pula terhadap produktifitas buruh. "Wajar (besaran UMP). Kecuali, jika pendidikan dan kesehatan bisa ditanggung oleh pemerintah, maka biaya hidup buruh juga bisa lebih rendah," jelasnya.

She argues that the industries currently undergoing decrease in production are textile and garment industries. Moreover, the allocation for labor salary only reaches 20%, meanwhile cost of transaction is bigger, reaching 30%. She urges companies to cut production cost to be able to pay workers’ salary.
She assumes that the amount of UMP is still affordable because minimum salary will affect productivity. “The amount is affordable, except that the government guarantees health and education costs, then workers’ living cost can be lower,” she says.
