Jakarta (B2B) - Rusli Zainal, mantan Gubernur Riau, terdakwa kasus korupsi Pekan Olahraga Nasional (PON) dan kehutanan di Pelalawan dan Siak, dijatuhi vonis 14 tahun kurungan serta denda Rp1 miliar subsider enam bulan penjara.
Majelis hakim Pengadilan Tindak Pidana Korupsi Pekanbaru yang dipimpin Hakim Ketua Bachtiar Sitompul berserta anggotanya I Ketut Suarta dan Rachman Silaen dalam amar putusan yang mereka bacakan, Rabu siang, menyebut bahwa bukti-bukti pelanggaran hukum dan pidana telah cukup atau memenuhi.
Majelis hakim menilai Rusli Zainal telah secara sah menerima hadiah atau suap PON Riau dan penyalahgunaan wewenang untuk kasus kehutanan.
Vonis majelis hakim tersebut lebih rendah dari tuntutan Jaksa Komisi Pemberantasan Korupsi (KPK) yang meminta majelis untuk menghukum Rusli 17 tahun kurungan serta pencabutan hak-hak tertentu berupa hak politik.
Untuk korupsi PON, Rusli dinyatakan terbukti telah menerima hadiah untuk melancarkan pengusulan atau pengesahan peraturan daerah (perda) terkait Pekan Olahraga Nasional di Riau 2012.
Dalam kasus PON ini, terdakwa juga disangkakan memeras kontraktor, menyogok anggota Dewan Perwakilan Rakyat Daerah (DPRD) Riau senilai Rp1,8 miliar dan menerima uang sebesar Rp500 juta melalui terpidana Lukman Abbas dan ajudan terdakwa untuk revisi Perda PON.
Sementara untuk kasus korupsi kehutanan, mantan Gubernur Riau dua periode tersebut (2003-2013) juga terbukti menyalahgunakan wewenang dalam penerbitan Bagan Kerja Tahunan (BKT) Usaha Pemanfatan Hasil Hutan Kayu Hutan Tanaman (UPHHKHT) untuk sembilan korporasi berbasis tanaman industri di Pelalawan dan Siak tahun 2004.
Dalam kasus BKT UPHHKHT, KPK menyatakan terdakwa memaksakan diri menerbitkan BKT UPHHKHT yang bukan kewenangannya untuk PT Mitra Tani Nusa Sejati, PT Rimba Mutiara Permai, PT Selaras Abadi Utama, CV Bhakti Praja Mulia, CV Putri Lindung Bulan, PT Mitra Hutani Jaya, PT Satria Perkasa Agung, (Kabupaten Pelalawan) dan PT Seraya Sumber Lestari.
Seluruhnya merupakan perusahaan pendistribusi kayu hutan alam ke PT Indah Kiat Pulp and Paper (IKPP) dan PT Riau Andalan Pulp and Paper (RAPP) yang sampai saat ini masih terus beroperasi dan bebas dari jeratan hukum.
Akibat perbuatannya, terdakwa Rusli Zainal dituduh telah merugikan keuangan negara sebesar Rp 265 miliar.
Jaksa KPK dalam dakwaaannya juga menyatakan, total 30.879 hektare kayu hutan alam telah dirusak oleh sembilan korporasi tersebut untuk ditanami akasia gara-gara terdakwa menerbitkan BKT UPHHKHT.

In its verdict, read at the Pekanbaru corruption court, the panel of judges led by Bachtiar Sitompul, with I Ketut Suarta and Rachman Silaen as members, stated that the former governor was proven to have received bribes in connection with the National Sports Games (PON) event and abused his power on forestry permits.
The sentence was lower than the prosecutors demand for 17 years in jail and revocation of his political rights.
With regard to the PON case, Rusli was proven to have received rewards in exchange for smoothing the process of the passage of a regional regulation related to the implementation of the PON in Riau in 2012.
In connection with the case, the defendant had also been accused of taking bribes from contractors, paying bribes to regional legislative assembly members up to Rp1.8 billion and receiving Rp500 million through convict and also his adjutant Lukman Abbas for the revision of the PON bylaw.
With regard to the forestry case, the former governor for two terms from 2003 to 2013 was proven to have abused his power with regard to the issuance of the Annual Work Plan for Utilization of Timber Products from Industrial Forests (BKT UPHHKHT) for nine corporations in the Pelalawan and Siak districts in 2004.
In the BKT UPHHKHT case, the Corruption Eradication Commission (KPK) said the defendant had issued BKT UPHHKHTs beyond his authority to PT Mitra Tani Nusa Sejati, PT Rimba Mutiara Permai, PT Selaras Abadi Utama, CV Bhakti Praja Mulia, CV Putri Lindung Bulan, PT Mitra Hutani Jaya, PT Satria Perkasa Agung (in Pelalawan district) and PT Seraya Sumber Lestari.
All these companies distributed natural forest woods to PT Indah Kiat Pulp and Paper (IKPP) and PT Riou Andalan Pulp and Paper (RAPP), which until now have remained free from prosecution.
Because of his actions, the country had lost Rp265 billion.
In the indictment, the prosecutor said that a total of 30,879 hectares of natural forests had been destroyed by the nine companies for the development of acacia plantations, due to the issuance of BKT UPHHKHT by the defendant.
