Jakarta - Asosiasi Industri Permebelan dan Kerajinan Indonesia (Asmindo) menilai pemerintah seharusnya mendesak industri hulu terlebih dahulu dalam hal sertifikasi kayu. Menurut Ketua Asmindo Ambar Tjahjono, pemerintah lebih mendesak industri hilir perkayuan untuk siap menghadapi rencana sertifikasi kayu.
"Karena kalau industri hulu sudah tersertifikasi, maka industri hilir tinggal menerima kayu-kayu halal untuk diolah," ujar Ketua Asmindo Ambar Tjahjono dalam sebuah pertemuan dengan wartawan di Jakarta, beberapa hari lalu.
Bagi sektor industri hulu perkayuan, dalam melaporkan kayu-kayu yang didapat sebenarnya telah memiliki panduan tersendiri, yakni Keputusan Presiden RI Nomor 29 Tahun 1990 tentang Dana Reboisasi. Dalam Pasal 11 Kepres Nomor 29 Tahun 1990, pemerintah mewajibkan pengusaha industri hilir perkayuan melaporkan kayu yang didapatnya dari hutan dalam pembukuan yang teratur. Tujuannya tak lain untuk menghindari kayu-kayu illegal logging.
"Tapi untuk sektor hulunya kan belum," tukas Ambar.
Polemik sertifikasi kayu ini muncul setelah Rachel Butler, dari European Timber Trade Federation mengemukakan, permintaan pasar untuk sertifikasi produk kayu terus menguat. Uni Eropa mewajibkan produk kayu (yang akan mereka impor) sudah memenuhi sertifikasi dan verifikasi legalitas. Bahkan tak cukup disitu, Uni Eropa meminta negara pengekspor kayu menyertakan hasil uji kelayakan dan penelusuran terhadap bukti-bukti.
Menanggapi permintaan pasar dari Uni Eropa tersebut, Rabu di Jakarta, Menteri Kehutanan Zulkifli Hasan dan Menteri Koordinator Bidang Perekonomian Hatta Radjasa, menyatakan akan mencanangkan Sistem Informasi Verifikasi Legalitas Kayu (LIU-License Information Unit).
Ada enam kementerian yang terlibat dalam kerja bareng pencanangan Sistem Informasi Verifikasi Legalitas Kayu ini, yaitu Kementerian Kehutanan, Kementerian Perdagangan, Kementerian Perindustrian, Kementerian Keuangan, Kementerian Luar Negeri, dan Kementerian Koordinator Bidang Perekonomian. Pencanangan ini sekaligus menegaskan keseriusan Pemerintah RI untuk memberantas praktek illegal logging dan mempromosikan kayu legal Indonesia kepada dunia.
Jakarta - The Furniture and Handicraft Industry Association of Indonesia (Asmindo) is of the opinion that government should push the upstream industry first in terms of timber certification. According to Asmindo Chairman Ambar Tjahjono, the government is rather pressurising the downstream timber industry to prepare for the timber certification scheme.
"Once the upstream industry has been certified, it only remains for the downstream industry to receive legal timber for processing," said Asmindo Chairman Ambar Tjahjono in a meeting with reporters in Jakarta, a few days ago.
For the upstream sector of the timber industry, in reporting obtained timber it actually has its own guidelines, namely Presidential Decree 29 of 1990 on Reforestation Fund. In Article 11 of the Presidential Decree, the government requires downstream industry entrepreneurs to report on timber obtained the forest as per proper bookkeeping provisions. The objective is none other than to prevent illegal logging.
"However, for the upstream sector there is no requirement yet," said Amber.
The polemics on timber certification has come about after Rachel Butler of the European Timber Trade Federation disclosed that market demand for certified wood products continues to increase. The European Union requires that wood products (which they will import) meet certification and legal verification. In fact it is not enough; the EU asks timber exporting countries to include the results of due diligence and search for evidence.
Responding to market demand from the European Union, yesterday at the Manggala Wanabakti Auditorium, Ministry of Forestry, Jakarta, Forestry Minister Zulkifli Hasan and Economic Affairs Coordinating Minister Hatta Radjasa said they would launch the Timber Legality Verification Information System (LIU-License Information Unit).
Six ministries are involved in cooperation with regards to the launch of the Timber Legality Verification Information System, namely the Ministry of Forestry, Ministry of Commerce, Ministry of Industry, Ministry of Finance, Ministry of Foreign Affairs, and the Coordinating Ministry for Economic Affairs. The launch also confirms the seriousness of the Government of Indonesia to combat illegal logging practices and promote Indonesian legal timber to the world.
