Jakarta - Pemerintah akan lebih mudah melakukan kontrol bila distribusi kedelai ditangani oleh Badan Usaha Logistik (Bulog).
"Sebab Bulog adalah lembaga pemerintah yang didesain dalam rangka stabilitas harga pangan dalam negeri," ujar Direktur Pelayanan Publik Perusahaan Umum Bulog, Agusdin Faried di Jakarta.
Seperti halnya komoditas beras, menurut Agusdin, akan diterapkan pola satu pintu dalam distribusi kedelai. Bulog tak hanya siap pada sisi kebijakan impor kedelai tetapi juga dalam peningkatan produksi kedelai dalam negeri. "Melalui pola directly on farm," tuturnya.
Dasar hukum tentang pendirian Perum Bulog adalah PP Nomor 7 Tahun 2003. Awalnya Bulog dibentuk pada tanggal 10 Mei 1967 berdasarkan Keputusan Presidium Kabinet Nomor 114/Kep/1967. Tugasnya adalah mengurusi tata niaga beras.
Sebelumnya Menteri Pertanian Suswono mengatakan pemerintah setuju mengembalikan peran Bulog sebagai penyangga komoditi bahan pokok, guna meminimalisir potensi kelangkaan di komoditas bahan pokok lainnya.
"Peran Bulog sebagai penjaga ketersediaan logistik akan meminimalisir potensi kelangkaan di komoditas bahan pokok lainnya," kata Suswono setelah mengikuti Rapat Terbatas di Kementerian Keuangan, Jakarta, Jumat (27/7).
Hingga saat ini finalisasi pembahasan mengenai langkah tersebut masih dilakukan. Diperkirakan keputusan akan didapat pekan depan.
Sementara Bulog akan mencanangkan Bulog Mart guna mencegah melambung tingginya harga kebutuhan pokok, baik beras, gula, bahkan hingga daging. Terutama kenaikan yang tidak wajar harga kebutuhan pokok menjelang bulan puasa, tak terkecuali kedelai.
"Bulog punya 1.171 gudang di setiap divisi regional dan rata-rata berlokasi strategis, mudah dijangkau masyarakat. Nanti Bulog akan bikin Bulogmart guna menjamin ketersediaan kebutuhan pokok sehingga harga stabil," ungkap Direktur Utama Perum BULOG Sutarto Alimoeso, Sabtu (21/7), di Jakarta.

"Because Bulog is the government agency that is designed within the framework of the stability of domestic food prices," said Bulog Director of Public Enterprise Services Agusdin Faried in Jakarta.
As with the rice commodity, according to Agusdin, this will be applied to the one line distribution system of soybean. Bulog will thus not only stand ready on the soybean import policy but also in actual upping of domestic soybean production. "(It will be done) through the directly on farm method," he said.
The legal basis of the establishment of Bulog is the PP No. 7 Year 2003. Bulog was originally formed on May 10, 1967 pursuant to Decree of the Cabinet Presidium No. 114/Kep/1967. Its task was to watch over the marketing of rice.
Previously, Minister of Agriculture Suswono said the government had agreed to restore Bulog’s role as a buffer for staple commodities in order to minimize the potential occurrence of shortages in other staple commodities.
"Bulog’s role as a guardian of the availability of logistics will minimize the occurrences of shortages in other basic food items," said Suswono after attending a Limited Meeting at the Ministry of Finance, Jakarta, on Friday (27/7). Until now, they are still finalizing discussions regarding the step. The decision is predicted to come by next week.
Meanwhile, Bulog will launch the Bulog Mart to prevent soaring prices of basic commodities, such as rice, sugar, and even meat, especially the unusual rise in prices of basic needs before the month of fasting, not to mention soy.
"Bulog has 1171 warehouses in each division and most are strategically located regionally, easily accessible to the public. Later, Bulog will start the Bulogmart to ensure the availability of basic needs so that prices remain stable," said Director of BULOG Housing Sutarto Alimoeso, Saturday (21/7), in Jakarta.
