Pasal Karet di RUU Kamnas, Menhan Dimintai Penjelasan

Jakarta - Komisi I DPR-RI membenarkan agenda penjelasan draft RUU Keamanan Nasional di Panitia khusus (Pansus). Menteri Pertahanan Purnomo Yusgiantoro dijadwalkan hadir memberikan penjelasan terkait ´pasal karet´ yang kontroversial dan dapat disalahgunakan pemerintah.
Anggota Komisi I DPR Susaningtyas NKP menilai pasal-pasal kontroversi berpotensi digunakan dalam penyalahgunaan kekuasaan, sehingga dituntut adanya penjelasan pemerintah.
"Ada beberapa pasal dalam RUU tersebut yang berpotensi disalahgunakan karena bersifat karet, sehingga bisa memunculkan penafsiran beragam. Seharusnya pemerintah memperbaiki pasal-pasal karet itu, Jika substansinya tidak sesuai harapan ya bisa saja kami tetap menolak," kata politisi perempuan dari Partai Hanura kepada pers di Gedung DPR, Senin.
Draft RUU Kamnas awalnya dikembalikan oleh Pansus untuk diperbaiki. Namun pemerintah malah mengajukan draft yang sama tanpa perbaikan. Sontak saja sikap yang abai pada DPR ini memicu kontroversi dari parlemen maupun masyarakat sipil.
PB Himpunan Mahasiswa Islam (HMI) bahkan menyerukan aksi unjuk rasa besar-besaran untuk menolak RUU Kamnas.
" "Bagi setiap kader HMI di seluruh Indonesia bersiaga melakukan aksi secara masif dan kontinyu menentang usaha pemerintah menggolkan RUU Kamnas,” kata Sekjen PB HMI Rizal Akbar melalui pernyataan tertulisnya, Senin.
Penolakan serupa diserukan Ketua PP Gerakan Mahasiswa Nasional Indonesia (GMNI) Eddy Wijaya. "PP GMNI berencana menurunkan seluruh kadernya untuk menentang RUU itu."

"There are some passages in the bill that could potentially be abused because they are inconsistent, leading to vague interpretations. The government is obligated to fix these loopholes, if the substance is not as expected we could still turn it down," said the politician from Hanura to the press at the House of Representatives on Monday.
The National Security Draft Bill by the committee was initially returned for a revision. However, the government resubmitted the same draft without any changes. Thus, the ignorant attitude towards the House sparked controversy from Parliament and society at large.
Organizer for the Islamic Students Association (HMI) even called for a large-scale demonstration to reject the National Security bill.
"For every HMI cadre across Indonesia to go on alert to take action against the massive and continuous government efforts to pass the National Security Bill," said HMI Secretary General Rizal Akbar via a statement on Monday.
A similar refusal was called by Head Organizer of the Indonesian National Student Movement (GMNI) Eddy Wijaya, "PP GMNI plans to send all of its cadres to oppose the bill."
