Jakarta (B2B) - Pemerintah masih kesulitan untuk mengalokasikan 5% anggaran negara untuk sektor kesehatan, kata Wakil Menteri Keuangan Mahendra Siregar.
Dia membuat pernyataan itu pada pertemuan dengan menteri kesehatan, Badan Perencanaan Pembangunan Nasional (Bappenas), dan Komisi XI DPR di Jakarta, Rabu untuk membicarakan persiapan untuk asuransi kesehatan nasional.
Sesuai UU Kesehatan Nomor 36 tahun 2009, pemerintah wajib mengalokasikan minimal 5% dari APBN, tidak termasuk gaji personil untuk sektor kesehatan, katanya.
"Tapi dalam konteks ini, anggaran negara harus digunakan untuk memenuhi kebutuhan anggaran dari semua sektor secara adil dan proporsional. Oleh karena itu, alokasi anggaran berdasarkan persentase (5 persen) sulit untuk direalisasikan," katanya.
Dia menambahkan jika sektor-sektor tertentu menerima alokasi anggaran yang lebih tinggi dari sektor lain maka alokasi anggarannya dipotong untuk mempertahankan persentase alokasi anggaran untuk semua sektor pada 100 persen.
"Misalnya, setiap peningkatan dalam APBN harus diikuti dengan meningkatnya alokasi anggaran untuk sektor pendidikan. Akibatnya, persentase alokasi anggaran untuk sektor lain akan disesuaikan pula," katanya.
Selain itu, katanya lagi, pemerintah akan selalu mencoba sebanyak untuk meningkatkan alokasi anggaran untuk sektor-sektor yang bertujuan meningkatkan kesejahteraan sosial masyarakat termasuk sektor pelayanan kesehatan.
Dia mengatakan Departemen Keuangan telah berkomitmen untuk memenuhi kebutuhan anggaran dari sektor kesehatan antara lain dengan memindahkan subsidi BBM untuk premi asuransi kesehatan nasional untuk bantuan biaya penerima.
"Jadi komitmen kami untuk perawatan kesehatan universal tidak harus diukur hanya dari alokasi lima persen anggaran negara untuk sektor kesehatan," katanya.

Under the health law number 36 of 2009, the government is required to allocate at least 5 percent of the state budget, excluding personnel salaries for the health sector, he said.
"But in this context, the state budget must be used to meet budget needs from all sectors in a just and proportional way. Therefore, the budget allocation based on the percentage (5 percent) is difficult to realize," he said.
He added if certain sectors receive higher budget allocations the other sectors will have their budget allocations slashed to maintain the percentage of the budget allocations for all sectors at 100 percent.
"For instance, any increase in the state budget must be followed by rising budget allocations for the eduction sector. As a result, the percentage of budget allocations for other sectors will be adjusted," he said.
After all, he said the government will always try as much as it can to raise budget allocations for sectors aimed at improving the people`s social welfare including the health service sector.
He said the Finance Ministry has committed itself to meet budget needs from the health sector by among others transferring fuel subsidy to national health insurance premiums for fee assistance beneficiaries.
"So our commitment to universal health care should not be measured merely from whether or not we have allocated 5 percent of the state budget for the health sector," he said.
