Gubernur Akpol Tersangka, Bukan Cicak Vs Buaya Jilid II

Jakarta - Penetapan Gubernur Akademi Kepolisian (Akpol) Irjen Djoko Susilo sebagai tersangka oleh Komisi Pemberantasan Korupsi (KPK) diminta tak menjadi perseteruan jilid baru antar dua lembaga.

Menteri Koordinator Politik Hukum dan Keamanan, Djoko Suyanto, menegaskan tidak akan terulang lagi perseteruan KPK dengan Polri seperti kasus cicak vs buaya.

"Saya komunikasi dengan Ketua KPK, Polri jangan sampai nuansa seperti zaman lalu cicak buaya, KPK vs Polri tidak seperti itu lagi dan mereka berjanji tidak seperti itu," kata Djoko, di Jakarta, Selasa (31/7).

Istilah Cicak vs Buaya mencuat pertama kali lewat ucapan Kabareskrim saat itu Komjen Pol Susno Duadji yang merasa teleponnya disadap KPK. "Cicak kok mau melawan buaya," kata Susno. Saat itu, Susno diduga menerima uang Rp10 miliar terkait penanganan kasus Bank Century.

Kasus tersebut mencuat lagi saat pimpinan KPK, Bibid Samad Riyanto dan Chandra M Hamzah ditangkap polisi terkait dugaan suap penanganan kasus Anggodo Widjojo, adik buron kasus Sistem Korupsi Radio Terpadu (SKRT).

Ketua KPK Abraham Samad mengatakan tidak akan ada perseteruan dengan Polri. Dalam jumpa pers bersama Kapolri Jenderal Timur Pradopo, Abraham mengatakan, "Ini merupakan komitmen bersama untuk melakukan pemberantasan korupsi tanpa pandang bulu, walaupun itu berasal dari internal kepolisian. Bukan begitu Pak?," kata Samad sambil menengok Kapolri.

Anggota Komisi III DPR RI dari Partai Gerindra, Martin Hutabarat dan PDIP, Trimedya Panjaitan, secara senada menilai KPK telah menunjukkan profesionalitasnya dalam pemberantasan korupsi. "Kami berharap polisi bisa bekerja sama," kata Martin.

Sedangkan Trimedya, menilai KPK telah membuktikan keberanian melakukan pengusutan tindak pidana korupsi di tubuh Polri. "Saya mengapresiasi KPK yang menetapkan jenderal bintang dua polisi sebagai tersangka," puji Trimedya.

Djoko terlibat kasus korupsi pengadaan simulator kemudi motor dan mobil di Korlantas Mabes Polri tahun anggaran 2011 saat menjadi Direktur Lalu Lintas Polri. Diduga ada penggelembungan dana hingga Rp100 miliar dalam kasus ini. Patut diketahui, ada dua jenis perlengkapan yang dibutuhkan Korlantas Mabes Polri, yaitu driving simulator roda dua dengan nilai pengadaan sekitar Rp50 miliar untuk 700 unit. Sedangkan untuk driving simulator roda empat sekitar Rp140 miliar untuk 556 unit.

Jakarta - The determination of the Governor of the Police Academy Inspector General Djoko Susilo as a suspect by the Corruption Eradication Commission (KPK) is urged not to be a new phase of feud between the two institutions.

Coordinating Minister of Political, Legal and Security Affairs, Djoko Suyanto insists that feud between KPK and National Police Commission will not happen again as in the case of lizard vs. alligator.

"I have communicated with the Chairman of the KPK, Police should not make it like in the past of lizard and alligator, KPK vs. Police, it is not like that anymore and they promise it is not like it," said Djoko in Jakarta, Tuesday (31/7).

The term Lizard vs.Alligator term came to the fore for the first time through the utterance of the Police Crime Unit Chief at the time, Commissioner General Susno Duadji who felt his phone was being tapped by the KPK. "Does the lizard really want to fight the crocodile," said Susno. At the time, Susno was alleged to have received Rp 10 billion related to the handling of the Century Bank case.

The case came to the fore once again when KPK leaders Bibid Samad Riyanto and Chandra M Hamzah were arrested by police for alleged bribery in the handling of the case of Anggodo Widjojo, the sibling of the fugitive in corruption of the Integrated Radio Communications System (SKRT).

KPK chairman Abraham Samad said there would be no dispute with the police. In a news conference with Police Chief General Timur Pradopo, Abraham spoke out. "This is a shared commitment to eradicate corruption indiscriminately, even though it has occured within the ranks of police. Isnt it sir?," said Samad, looking at the police chief.

Members of the House of Representatives Commission III, Gerindra Party’s Martin Hutabarat and PDIP’s Trimedya Panjaitan were unanimous in stating that KPK has shown professionalism in combating corruption. "We hope the police can work together," said Martin.

Meanwhile Trimedya is of the opinion that KPK has shown courage in  undertaking investigation of corruption within the police ranks. "I am appreciative of the KPK that has named a two-star general of police as a suspect," said Trimedya.

Djoko is involved corruption related to procurement of car and motorcycle simulators at Police Headquarters Korlantas for the fiscal year 2011 when he became the Director of Traffic Police. It is alleged that there has been mark up of funds of up to Rp 100 billion in this case. It is worth keeping in mind that there are two types of equipment required by Traffic Police, namely two-wheel driving simulator valued at Rp 50 billion for procurement of 700 units. As for the four-wheel driving simulator, it costs around Rp 140 billion for 556 units.
