Bappenas: Hanya Tenaga Kerja Pariwisata Siap Bersaing di MEA 2015

Jakarta ( B2B) - Badan Perencanaan Pembangunan Nasional (Bappenas) menyatakan dari 12 sektor prioritas yang akan diintegrasikan dalam Masyarakat Ekonomi Asean (MEA) 2015, ternyata hanya sektor pariwisata saja yang sudah siap berkompetisi.
“Bukan cuma pariwisata, yang sudah siap menghadapi MEA. Yang sudah diakui sudah beberapa sektor, tapi yang paling siap yah pariwisata,” ujar Deputi Bidang Kemiskinan, Ketenagakerjaan dan UMKM Bappenas Rahma Iriyanti, Rabu (26/3/2014).
Menurutnya, kesiapan sektor pariwisata disebabkan dukungan dari asosiasi, seperti Perhimpunan Hotel dan Restoran Indonesia (PHRI). Menurutnya, asosiasi telah membantu pemerintah memetakan standar kompetensi.
Dia menghimbau asosiasi dari sektor usaha lainnya, dapat juga mendukung memetakan standar kompetensi. Alhasil, sektor selain jasa pariwisata, dapat berkompetisi dengan negara tetangga saat menghadapi MEA 2015 mendatang.
“Asosiasi kan paling tahu persis kompetensi apa yang dibutuhkan. Asosiasi juga bisa bantu memetakan standar kompetensi. Apalagi, kita kan punya banyak sekali asosiasi. Misalnya, itu asosiasi otomotif,” tuturnya.
Dia mengaku pemerintah mengalami kesulitan untuk meningkatkan kompetensi dari sektor usaha yang bakal diintegrasikan ke dalam MEA. Hal itu dikarenakan standarisasi kompetensi yang belum sesuai dengan mutual recognition agreement (MRA).
Oleh karena itu, lembaga pelatihan perlu didorong agar tenaga terampil bisa berkompetisi. Rahma mengaku dari 12 sektor prioritas tersebut, beberapa diantaranya telah memiliki MRA. Kendati demikian, dia tetap mengklaim sektor pariwisata Indonesia cukup unggul.
Dalam cetak biru MEA, ada 12 sektor prioritas yang akan diintegrasikan. Sektor tersebut terdiri dari tujuh sektor barang yakni industri agro, elektronik, otomotif, perikanan, industri berbasis karet, industri berbasis kayu, dan tekstil.

According to her, tourism sector is ready due to the support from associations, such as Indonesian Hotel and Restaurant Association (IHRA). She added that the association has helped the government to map the competency standard.
Rahma urges other associations from other business sectors to support the mapping of competency standard. As the result, other sectors can compete with its neighboring countries when facing the AEC in 2015.
“Each association knows exactly the kind of competency that is needed. It can also help mapping the competency standard. After all, we do have a lot of associations. For example, automobile association,” she said.
She admits that the government is having difficulty to increase the competency from business sectors that will be integrated into the AEC. It is because the competency standard is not yet in accordance with the mutual recognition agreement (MRA).
Therefore, training institutions must be supported so that skilled workers can compete. Rahma admits several sectors from the 12 prioritized sectors already have the MRA. However, she claims that Indonesia’s tourism sector is quite excellence.
In the AEC blueprint, there are 12 priority sectors to be integrated, which consists of seven goods sectors namely the agro-industry, electronic, automotive, fisheries, rubber-based industry, wood-based industry, and textile.
