Jakarta (B2B) - Pasca berlakunya moratorium Calon Pegawai Negeri Sipil (CPNS), pemerintah kini kembali membuka rekrutmen CPNS tahun 2013. Pemerintah akan merekrut 65 ribu CPNS, 25 ribu diantaranya akan diangkat menjadi PNS di berbagai kementerian, dan sisanya sisanya untuk ditempatkan di pemerintah daerah.

Menyikapi rawannya tindakan pungutan liar dan suap dalam rekrutmen, lembaga swadaya masyarakat (LSM) yang tergabung dalam Konsorsium LSM Pemantau Seleksi CPNS (KLPC) akan mengawasi proses rekrutmen tersebut.

LSM tersebut terdiri atas Indonesian Corruption Watch (ICW), Forum Informasi dan Komunikasi Organisasi Non Pemerintah (FIK-Onrop Sulsel), Malang Corruption Watch (MCW), Pokja 30 Samarinda, Masyarakat Transparansi Banten (MATA Banten), dan Sentra Advokasi untuk Hak Pendidikan Rakyat (Sahdar Medan) itu meminta masyarakat Indonesia ikut memantau proses seleksi CPNS agar transparan.

Divisi Monitoring Pelayanan Publik ICW, Siti Juliantari Rahman mengatakan KLPC mengajak masyarakat turut memantau proses rekrutmen CPNS di seluruh Indonesia.

"Proses rekrutmen CPNS disinyalir sarat dengan penyimpangan, mulai dari proses pendaftaran sampai pada penetapan kelulusan peserta. Ia menambahkan, masih terjadi kecurangan, kebocoran soal, praktik suap maupun joki dalam rekrutmen tersebut," kata Siti Juliantari Rahman kepada pers di Jakarta, Minggu (1/9).

Selain pengaduan dari masyarakat, kata Siti, KLPC juga menerima pengaduan bagi LSM yang melakukan pemerasan, calo, atau praktek lainnya yang melanggar peraturan proses rekrutmen CPNS.

Menurutnya, keterlibatan masyarakat dalam upaya memantau proses rekrutmen amat penting karena animo publik untuk menjadi PNS sangat tinggi sementara formasi yang tersedia terbatas.

"Hal ini menyebabkan sebagian pelamar menggunakan berbagai cara untuk lolos, termasuk memberi suap pada pihak-pihak tertentu agar lolos dalam proses seleksi penerimaan pegawai," tandasnya.

ICW Public Service Monitoring Division, Siti Juliantari Rahman said KLPC invites communities to monitor the recruitment of civil servant in Indonesia.

"The recruitment process was allegedly laden employess deviation, starting from registration process to the graduation of determination., Adding, still a lot of cheating, exam leak, bribery and jockeys in the recruitment," said Siti Juliantari Rahman told reporters in Jakarta, Sunday (1/9).

In addition to complaints from the public, said Siti, KLPC also received complaints for NGOs of extortion, brokers, or other practices that violate civil servant recruitment process.

According to her, the involvement of the community in an effort to monitor the recruitment process is very important because the public interest to be very high while the PNS formation are limited.

"This is causing some applicants use a variety of ways to qualify for selection, including giving bribes to certain parties in order to pass the selection process for employees," she said.
