Jakarta (B2B) - Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi Azwar Abubakar mengeluarkan surat edaran mengenai jadwal pelaksanaan seleksi calon pegawai negeri sipil (CPNS) tahun 2013 dari tenaga honorer kategori II dan pelamar umum, dengan sistem lembar jawaban komputer dan sistem komputer assisted test.
Surat edaran SE/10/M.PAN-RB/08/2013 berisi mengenai spesifikasi materi tes kompetensi dasar CPNS pelamar umum untuk proses pengadaan. Surat tertanggal 21 Agustus tersebut ditujukan kepada Pejabat Pembina Kepegawaian Pusat dan Pejabat Pembina Kepegawaian Daerah.
Pengumuman itu menyebutkan CPNS dari honorer kategori II (tenaga honorer yang gaji/pendapatannya tidak melalui APBD/APBN), penetapan lokasi tes oleh instansi dilakukan pada September 2013, sementara pemberitahuan dan penyampaian nomor tes pada minggu kedua hingga minggu ketiga Oktober 2013.
Sedangkan pelaksanaan Tes Kompetensi Dasar/Tes Kompetensi Bidang (TKD/TKB) pada 3 November 2013, pengumuman kelulusan melalui website Kementerian Aparatur Negara pada minggu pertama Desember 2013, dan pengumuman di masing-masing instansi minggu pertama sampai minggu kedua Desember 2013.
Pelamar Umum
Seleksi CPNS calon pegawai dari kategori pelamar umum, dengan sistem lembar jawaban komputer (LJK), penetapan formasi, pengumuman penerimaan, pendaftaran pelamar, dan seleksi administrasi akan berlangsung pada 1-28 September 2013.
Ujian TKD pada 3 November 2013, pelaksanaan TKB pada 27 November sampai 13 Desember 2013, dan pengumuman hasil seleksi minggu keempat November sampai minggu pertama Desember 2013 (bagi instansi yang hanya melaksanakan TKD) dan minggu ketiga Desember (bagi instansi yang melaksanakan TKB).
Sementara, seleksi CPNS dari pelamar umum dengan sistem computer assisted rest (CAT), keputusan penetapan formasi, pengumuman penerimaan, pendaftaran pelamar dan seleksi administrasi akan dilakukan pada 1-28 September 2013.
Ujian TKD pada 29 September sampai November 2013, pengumuman TKD hasil dari CAT pada November 2013, pelaksanaan TKB November 2013 dan pengumuman kelulusan CPNS pada November 2013 sampai minggu kedua Desember 2013.
TKB merupakan tahap kedua setelah peserta seleksi penerimaan CPNS dinyatakan lulus pada tahap pertama (Tes Kompetensi Dasar), tidak semua formasi jabatan yang dilamar dilakukan tahap TKB ini.
CAT adalah suatu metode ujian dengan alat bantu komputer yang digunakan untuk mendapatkan standar minimal kompetensi dasar maupun standar kompetensi kepegawaian. Manfaat penggunaan CAT yaitu tersedianya keseluruhan materi soal terdiri dari Tes Pengetahuan Umum, Tes Kepegawaian, dan Tes Skala Kematangan.
Di samping itu setiap peserta akan mendapatkan soal yang berbeda-beda untuk tingkat kesulitan yang sama karena bank soal akan diacak oleh aplikasi CAT. Sehingga kerahasiaan soal akan terjamin karena tidak memerlukan lembar soal dan lembar Jawaban Komputer (LJK).
