Jakarta (B2B) - Asosiasi Perusahaan Penjual Tiket Penerbangan Indonesia (Astindo) menyesalkan kemungkinan tidak kembalinya dana deposit tiket Batavia Air. Lembaga ini mendesak Kementerian Perhubungan untuk segera merevisi aturan tentang rekening penampung.
Wakil Sekretaris Jenderal Astindo, Pauline Suharno mengatakan berdasarkan hasil rapat antara kreditur dan kurator Batavia Air, terungkap bahwa maskapai itu asetnya lebih kecil ketimbang utangnya, sehingga agen perjalanan yang hanya kreditur konkuren tampaknya tidak kebagian uang pengganti dana deposit.
“Kalau kondisinya lebih besar utang ketimbang aset, artinya kami, para agen perjalanan yang menjual tiket Batavia, tak akan mendapatkan uang deposit tiket kami kembali,” para anggota kami banyak yang menjerit, tetapi kami tak akan melakukan aksi anarkis, karena tak ada gunanya,” kata Pauline ketika dihubungi Selasa (19/2).
Menurutnya, posisi dana deposit tiket Batavia Air tampaknya akan sama dengan Adam Air yang tidak dikembalikan. “Ketika Adam Air kolaps, kita rugi Rp24 miliar. Batavia Air kerugiannya sekitar Rp20 miliar,” katanya.
Pauline mengatakan, Astindo mendesak Kementerian Perhubungan untuk merevisi aturan mengenai rekening penampung karena sangat merugikan pihaknya karena dalam aturan tersebut hanya dibolehkan membuat escrow account (rekening penampung) dan tidak diwajibkan.
“Kami mendesak regulator belajar dari kejadian pailit maskapai seperti Batavia dan Adam Air. Jangan sampai, karena bangkrut atau pailit, agen perjalanan tak bisa menarik dana deposit tiket dari rekening perusahaan yang bangkrut,” ucap Pauline.
Pauline juga menyatakan selain mendesak Kemenhub merevisi aturan soal escrow account ini, diharapkan pemerintah juga mengupayakan adanya lembaga penjamin simpanan (LPS) seperti di perbankan.
Direktur Angkutan Udara, Direktorat Jenderal Perhubungan Udara, Kementerian Perhubungan, Djoko Murjatmodjo sebelumnya mengatakan, pihaknya berencana merevisi Peraturan Menteri Perhubungan Nomor KM 25 Tahun 2008, terkait penyerahan uang jaminan dari agen penjualan tiket kepada maskapai melalui escrow account.

Pauline said, Astindo urged the Ministry of Transportation to revise the rules on collecting accounts because it is very harmful because the rules are only allowed to make an escrow account.

Pauline also urged the Ministry of Transportation states besides revising rules about escrow accounts, the government is expected to seek a deposit insurance agency (LPS) such as in the banking.
Director of Air Transport, Directorate General of Civil Aviation, Ministry of Transport, Djoko Murjatmodjo previously said it plans to revise the Regulation of the Minister of Transportation No. KM 25 of 2008, related to the delivery of bail agents to airline ticket sales through the escrow account.
