Jakarta (B2B) - Kementerian Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (Kemen PAN-RB) telah menetapkan prosedur penanganan tenaga honorer kategori I, menyusul diterbitkannya Keputusan Menteri PAN dan RB No 1/2013.

Dalam Rapat Panitia Kerja (Panja) Penanganan Honorer Kategori I dengan Komisi II DPR RI, Rabu (23/1), Sekretaris Kementerian PAN dan RB Tasdik Kinanto mengungkapkan, pihaknya telah menetapkan Tim Pelaksana Penanganan Pengaduan, Tim Teknis Penanganan Pengaduan, dan Tim Pimpinan/Pengarah. Sebagai pusat atau tempat pengaduan berada di Kemenetrian PAN dan RB atau melalui website.

Namun, demikian HUmas Kemen PAN-RB; pengaduan dapat disampaikan melalui Badan Kepegawaian Negara (BKN) termasuk Kantor Regional BKN, maupun Badan Pengawas Pembangunan dan Keuangan (BPKP) beserta Perwakilan, dan bisa juga ke Tim Pelaksana Pengaduan.

Untuk pelayanan pengaduan, diatur dalam dua shift, yakni jam 09.00 – 12.00 WIB dan jam 13.00 – 16.00 WIB.

Dijelaskan juga, untuk pengaduan yang disampaikan melalui surat/email atau website, yang terkait pelayanan informasi (tatap muka) dijawab pada saat pengaduan. Yang terkait teknis/kebijakan, paling lambat empat minggu setelah dokumen yang diperlukan telah dinyatakan lengkap; Dan tidak terkait teknis, jawaban paling lambat satu minggu setelah surat pengaduan diterima.

Menurut Tasdik Kinanto, untuk pelayanan pengaduan yang disampaikan oleh perorangan dan atau LSM hanya bersifat informasi. Adapun pelayanan terhadap penyelesaian status tenaga honorer yang tidak memenuhi kriteria (TMK) menjadi memenuhi kriteria (MK) harus diselesaikan melalui usulan pejabat pembina kepegawaian (PPK).

Selain menjelaskan prosedur pengaduan, Tasdik yang didampingi Kepala BKN dan Sestama BPKP, juga menyampaikan rencana kegiatan (time table) penyelesaian tenaga honorer kategori II, yang dimulai dengan penerimaan daftar nama tenaga honorer kategori II pada Juni 2012 lalu.

Menurut Tasdik, jadwal tersebut dapat dilaksanakan tepat waktu apabila telah dialokasikan anggaran pelaksanaannya.

“Saat ini anggaran itu telah mendapat dukungan Komisi II DPR, dan diajukan kepada Menteri Keuangan,” tuturnya.

In the working meeting on management of honorary staff category I with Commission II DPR on Wednesday (23/1), Secretary of the Ministry, Tasdik Kinanto, said that the ministry had set up Organizing Team for Complain Management, Technical Team for Complain Management, and Guiding Team. The complain center lies in the Ministry or complain can be addressed via webpage.

Yet, PR staff of the Ministry also states that complain can be delivered to State Officer Agency including its regional offices, BPKP (Supervising Agency on Development and Finance), and its representatives, as well as Organizing Team for Complain Management.
 
For complaining service, there will be 2 shift periods, from 9 AM-12 AM and from 1 PM – 4 PM.

For complains delivered via mail, email, or website related to information service, it will be directly answered. In terms of technical things/policies, it needs 4 weeks at the latest after completion of necessary documents, as for non-technical stuff, the answer will be given no more than one week from the date of complain.

According to Tasdik, for individual and organizational complain, mostly are looking for information. As for complain on status of honorary staff that has fulfilled the criteria, it must be settled down through proposal from PPK (recruitment officer).

Beside explaining about complaining procedure, Tasdik, accompanied by Chair of BKN and Sestama BPKP, also spoke up on time table of managing honorary staff category II, starting with receiving lits of honorary staff category II in June 2012.

According to Tasdik, the schedule can be carried out in time if the budget has been allocated.

“Currently the budget has been approved by Commission II and is proposed to Minister of Finance,” he said.
