Jakarta (B2B) - Kementerian Koperasi dan Usaha Kecil dan Menengah (Kemenkop UKM) berupaya melakukan deregulasi untuk mengembangkan koperasi menjadi badan usaha yang kompetitif, antara lain menyederhanakan ketentuan rapat anggota tahunan (RAT) melalui revisi peraturan menteri sebagai salah satu dari enam langkah deregulasi.
"Anggota koperasi selama ini kurang berpartisipasi dalam arti fisik, misalnya dalam RAT maka kami akan melakukan revisi peraturan menteri mengenai pedoman rapat. Kalau saat ini, RAT harus dihadiri seluruh anggota koperasi sehingga kerap menghalangi kegiatan RAT, kan susah kalau harus hadir semua, ke depan bisa diwakilkan melalui semacam surat kuasa," kata Sekretaris Menteri Koperasi dan UKM, Agus Muharram kepada pers di Jakarta, akhir pekan lalu di kantornya di Jakarta.
Menurutnya, koperasi bukan sekadar ditentukan oleh jumlah unitnya melainkan banyaknya anggota dan bidang usaha yang ditekuni mampu bersaing di pasar yang makin kompetitif. "Kualitas bukan ditentukan jumlah koperasi tapi banyaknya anggota dan keterlibatan masyarakat mendukung ekonomi masyarakat."
Deregulasi kedua menyangkut aspek kelembagaan, diikuti evaluasi dan pemeringkatan sehingga dapat menjadi acuan masyarakat sebelum bergabung menjadi koperasi sekaligus memudahkan perbankan menyalurkan kredit perbankan.
Deregulasi keempat, pengembangan koperasi sebagai usaha skala besar seperti halnya Koperasi Warga Semen Gresik di Jawa Timur yang masuk kategori 300 koperasi terbaik di dunia, sesuai keinginan Menkop dan UKM AAGN Puspayoga.
Deregulasi kelima revitalisasi koperasi yang kurang aktif didorong mengembangkan usahanya melalui dukungan pelatihan, permodalan dab sebagainya. Keenam, perbaikan sistem akuntansi khususnya pada koperasi simpan pinjam, penyederhanaan aturan pembentukan koperasi syariah sebagai deregulasi ketujuh.

Second deregulation, is the institutional aspect, followed by evaluation and ranking as the reference community before becoming members, as well as facilitate banks to determine the cooperative deserve capital loan as a third deregulation.
Fourth deregulation, the development of cooperatives as a large-scale enterprises such as Cooperatives of Warga Semen Gresik in East Java province which is in the category of 300 cooperatives in the world, as declared by the Minister AAGN Puspayoga.
