Jakarta (B2B) - Pemerintah menetapkan besaran kenaikan tarif listrik konsumen industri skala besar antara 8,6% hingga 13,3% yang berlaku setiap dua bulan sekali mulai 1 Mei 2014.

"Kementerian ESDM tengah menyiapkan peraturan menteri ESDM sebagai dasar hukum pemberlakuan kenaikan tarif listrik industri skala besar sebelum 1 Mei 2014," kata Dirjen Ketenagalistrikan Kementerian ESDM, Jarman, di Jakarta, Rabu

Permen ESDM itu, tambah Jarman, juga akan mengatur pemberlakuan penyesuaian tarif secara otomatis (adjustment) untuk empat golongan nonsubsidi yang berlaku per bulan mulai 1 Mei 2014.

Jarman merinci, besaran kenaikan tarif listrik untuk pelanggan industri skala besar yang memakai listrik bertegangan menengah dengan daya di atas 200 kVA atau I3 khusus perusahaan berstatus terbuka adalah 8,6% per dua bulan sekali.

Sedangkan, kenaikan tarif listrik untuk pelanggan industri yang memakai jaringan bertegangan tinggi dengan daya di atas 30.000 kVA atau golongan I4 ditetapkan 13,3% per dua bulan sekali.

Pemerintah akan memberlakukan kenaikan tarif dengan besaran 8,6% untuk I3 dan 13,3% untuk I4 tersebut sebanyak empat kali dalam 2014.

Setelah 1 Mei, kenaikan tarif berikutnya adalah 1 Juli, 1 September, dan 1 November 2014. Dengan demikian, secara total pada 2014, tarif I3 akan naik 38,9% dan I4 sekitar 64,7%.

Sebelumnya saat rapat antara Menteri ESDM dengan Komisi VII DPR, telah menyetujui kenaikan tarif listrik I3 sebesar 38,9% dan 64,7% untuk I4.

Komisi tersebut meminta pemerintah menghitung besaran kenaikan tarif listrik I3 dan I4 per dua bulan mulai 1 Mei 2014 yang disesuaikan dengan pengurangan subsidi yang disepakati Badan Anggaran DPR.

Sesuai rapat pembahasan RAPBN 2014 antara Badan Anggaran DPR dan pemerintah disepakati pengurangan subsidi sebesar Rp10,96 triliun yang berasal dari kenaikan tarif I3 sebesar Rp1,39 triliun, kenaikan I4 Rp7,57 triliun, dan penerapan tarif "adjustment" Rp2 triliun.

is drafting a regulation as a legal basis to impose the power tariff hike.

"We will issue the ministerial regulation before May 1, 2014," he noted here on Wednesday.

The regulation will also deal with automatic tariff adjustments for the four non-subsidized groups, which will be introduced on a monthly basis, starting May 1, 2014, he added.

Jarman reported that the electricity tariffs for public-listed, large-scale industrial consumers using more than 200 kilovolt amperes (kVa), known as the Group I3, will be raised by 8.6 percent every two months.

Meanwhile, the electricity tariff hike for industrial consumers using more than 30 thousand kVA, known as the Group I4, will be set at 13.3 percent every two months, he explained.

Every four months, the government proposes to raise the electricity tariffs by 8.6 percent for the Group I3 and by 13.3 percent for the Group I4, he stated.

The electricity tariffs will be raised on May 1, July 1, September 1, and November 1, 2014, respectively, he noted.

Overall, the electricity tariffs for the Group I3 will increase by 38.9 percent and for the Group I4 by 64.7 percent this year.

Earlier, at a meeting with Energy and Mineral Resources Minister Jero Wacik on January 21, 2014, the House Commission VII agreed to a 38.9 percent hike for the Group I3 and a 64.7 percent hike for the Group I4.

At the meeting, the House Commission requested the government to compute the electricity tariff hikes for the Groups I3 and I4 in proportion to the reduced subsidy agreed upon by the House Budget Committee.

At the meeting, the House of Representatives and the government jointly agreed to reduce the subsidy by Rp10.96 trillion by raising the electricity tariffs for the Group I3 by Rp1.39 trillion and for the Group I4 by Rp7.57 trillion and applying an adjustment tariff of Rp2 trillion.
