Jakarta (B2B) - Nilai Indeks Kebijakan Usaha Kecil Menengah (UKM) di Indonesia tercatat 4,1 berdasarkan hasil penelitian ASEAN Working Group melalui kerjasama dengan Economic Research Institute for ASEAN and East Asia (ERIA) dan Organization for Economic Research Cooperation and Development (OECD) tentang Small Medium Enterprises (SME) Policy Index di ASEAN.
Nilai Indeks Kebijakan Indonesia lebih tinggi dari rata-rata nilai sesama anggota ASEAN sebesar 3,7 tetapi masih lebih rendah dibandingkan Singapura 5,4 dan Malaysia 4,7.
Deputi Bidang Pengkajian Sumberdaya UMKM Kementerian Koperasi dan UKM, Meliadi Sembiring mengatakan penilaian untuk UKM Indonesia diperoleh dari delapan dimensi kebijakan UMKM dalam SME Policy Index yang meliputi kerangka kerja institusi, akses terhadap layanan pendukung, memulai usaha yang lebih cepat dan murah serta peraturan perundangan yang lebih baik bagi UKM, akses terhadap keuangan, teknologi dan transfer teknologi.
"Tiga penilaian berikutnya dalam SME Policy Index adalah ekspansi pasar internasional, pendidikan dan pelatihan kewirausahaan, dan perwakilan yang lebih efektif untuk kepentingan UKM," kata Meliadi Sembiring kepada pers di Jakarta, Jumat.
Menurutnya, bagi suatu negara atau daerah otonom maka delapan dimensi kebijakan pemberdayaan UKM dengan skala atau level satu dinyatakan terendah, sampai dengan enam dinyatakan ideal atau tertinggi.
"Indeks kebijakan UKM Indonesia yang lebih kecil daripada rata-rata negara anggota ASEAN dalam hal representasi atau perwakilan yang efektif untuk kepentingan UKM," kata Meliadi.
Bertolak dari hal itu, Kementerian Koperasi dan UKM berencana mengujicobakan sekaligus mendetailkan metodologi dengan mempertimbangkan perluasan cakupan terkait karakteristik yang berbeda dari setiap daerah. Hal tersebut sejalan dengan RPJPM 2015-2019 yang merupakan payung makro pembangunan dan rencana aksi program pemberdayaan Koperasi dan UKM Indonesia, yang akan direalisasikan tahun ini melalui kerjasama dengan OECD di beberapa provinsi terpilih.
"Hasil uji coba itu merupakan entry point bagi Kementerian Koperasi dan UKM dalam memantau kemajuan pemberdayaan UKM di daerah," katanya lagi.

Indonesian policy index value is higher than the average value among ASEAN members amounted to 3.7 but still lower than Singapore with an index value of 5.4, and Malaysia reached 4.7.
Deputy SME Resources Assessment in the Indonesian Cooperatives and SMEs Ministry, Meliadi Sembiring said the assessment for Indonesian SMEs of the eight dimensions of policies include institutional framework, access to support services, business start faster and less expensive and better regulation for SMEs, access to finance , and technology transfer.
"Three subsequent assessments is the expansion of international markets, entrepreneurship education and training, and more effective representative for the benefit of SMEs," Mr Sembiring told the press here on Friday.
According to him, for a country or autonomous regions, the eight dimensions of empowerment SME policies, if the score of the lowest declared, otherwise ideal score of six or higher.
"Indonesian SME policies index smaller than the average member of ASEAN related with effective representative for the benefit of SMEs," Mr Sembiring said.
In response, the Indonesian Cooperatives and SMEs Ministry plans to try out and detailing the methodology with consideration of the expansion of the scope of the different characteristics of each region. This is in line with the 2015-2019 RPJPM as macro regulation of development, and action plan development programs Indonesian cooperatives and SMEs, which will be realized this year through cooperation with the OECD in some selected provinces.
"The trial results is the entry point for the Indonesian Cooperatives and SMEs Ministry to monitor the progress of empowerment SMEs in the regions," he said.
