Makassar, Sulawesi Selatan (B2B) - Pemerintah RI menyambut baik gagasan Dinas Koperasi Provinsi Sulawesi Selatan (Sulsel) mendorong koperasi aktif untuk mengadakan rapat anggota tahunan (RAT) secara bersamaan atau massal dalam satu hari, seperti diterapkan di Kabupaten Wajo dan Kabupaten Selayar belum lama ini, karena dari 2.500 koperasi aktif di seluruh provinsi ternyata baru sebagian kecil yang aktif mengadakan RAT secara rutin.
Deputi Bidang Pengawasan di Kementerian Koperasi dan UKM RI, Meliadi Sembiring menyambut baik gagasan H Samsu Alam selaku Kepala Dinas Koperasi Provinsi Sulawesi Selatan menggelar 'RAT Massal' terhadap 40 koperasi di dua kabupaten di provinsi tersebut sebagai solusi menggerakkan koperasi aktif untuk mengadakan RAT yang merupakan kewajiban koperasi sesuai perintah UU Koperasi No 17/2012.
"Kepatuhan itu apa ukurannya? Kementerian mendorong penerapan teknologi online untuk mengadakan RAT, kalau perlu pakai WhatsApp, karena RAT menjadi kewajiban koperasi, dan gagasan Pemprov Sulsel menggelar RAT secara massal patut diapresiasi, misalnya di satu kecamatan dan diawasi oleh camat," kata Meliadi Sembiring saat membuka workshop bertajuk 'Penerapan Kepatuhan Koperasi' di Makassar, Sulawesi Selatan pada Kamis (12/5).
Tampak hadir Kepala Dinas Koperasi dan UKM Provinsi Sulawesi Selatan, H Syamsu Alam; Sekretaris Deputi Pengawasan Kemenkop UKM, Daniel Asnur; Asisten Deputi Kepatuhan pada Deputi Bidang Pengawasan, Mochammad Yusuf Choerullah; dan Kepala Bagian Umum Deputi Pengawasan, Rudy Witjaksono. Sementara yang menjadi narasumber workshop adalah Tenaga Ahli di Kemenkop UKM, Soebroto Hadi Soegondo; dan akademisi Universitas Diponegoro Semarang, Edy Rahardja.
Dalam sambutannya, Samsu Alam mengaku mendorong koperasi mengadakan RAT dengan cara persuasif sesuai asas koperasi adalah kekeluargaan, untuk melakukan pembinaan.
"Kami melakukan tiga pendekatan untuk revitalisasi terhadap koperasi yang sudah tidak lagi memiliki kantor, tidak ada pengurus, dan sudah beberapa kali diberikan surat peringatan, kalau sudah tidak bisa dibina...ya... dibinasakan, kemudian untuk koperasi yang masih bisa dibina didorong untuk melakukan RAT, salah satunya melalui RAT bersama atau massal," kata Samsu Alam.
Mochammad Yusuf Choerullah menambahkan, kegiatan workshop diharapkan mampu mendorong lahirnya gagasan cemerlang dan saran atau konsep advokasi yang sebaiknya dilakukan dalam penerapan kepatuhan, dan model kerjasama yang efektif dilakukan dalam penerapan kepatuhan sebagai acuan bagi pelaksanaan pengawasan koperasi.
"Beberapa kegiatan lainnya telah dilakukan sebelumnya antara lain melalui sosialisasi penilaian kesehatan dan sosialisasi penanganan masalah khusus. Kegiatan-kegiatan tersebut disasarkan guna mendukung efektivitas tugas pengawasan dan mendorong implementasi peraturan perundang-undangan yang berlaku bagi koperasi di seluruh Indonesia, khususnya di Sulsel ini," kata Mochammad Yusuf dalam kata sambutannya sebelum workshop dibuka.

"What standard of compliance with the law? The Ministry encourages the application of online technology to hold annual meeting of members, if necessary utilizing WhatsApp, and the idea of South Sulawesi provincial government held a RAT en masse should be appreciated, for example, in one district and supervised by the district head," Mr Sembiring said while opened the workshop entitled 'Cooperatives Comply with the Laws' in Makassar city of South Sulawesi province on Thursday (5/12).
It was attended by Head of Department of Cooperatives of South Sulawesi province, H Samsu Alam; Supervision Deputy Secretary in the ministry, Daniel Asnur; Deputy Assistant for Compliance, Mochammad Yusuf Choerullah; and the Head of General Affairs, Rudy Witjaksono. While the keynote speech is Expert Staff at the ministry, Hadi Subroto Soegondo; and academics of Semarang's Diponegoro University, Edy Rahardja.
In his speech, Samsu Alam admitted to encourage cooperatives to hold RAT through persuasion, according cooperative principle is kinship.
"We did three approaches to the revitalization of the cooperative who no longer had an office, no caretaker, and has several times given warning letters, when it can not be be fostered ... yes ... disbanded," Mr Alam said.
Mochammad Yusuf Choerullah added, the workshop activities is expected to encourage brilliant ideas, suggestions or concepts of advocacy should be done in the implementation of compliance and effective cooperation model for enforcing compliance as a reference for the cooperative supervision.
"Several activities have been conducted through the socialization of health assessment, and socialization handling specific issues. These activities are targeted to support the effectiveness of supervision, and promote the implementation of legislation that applies to cooperatives across Indonesia, especially in South Sulawesi," Mr Choerullah said in his speech before the workshop opened.
