Mataram, NTB (B2B) - Kementerian Koperasi dan UKM akan melakukan uji coba pemeriksaan kelembagaan terhadap 100 koperasi aktif di seluruh Indonesia mulai Juni 2016, khususnya pada koperasi dengan keanggotaan lintas provinsi sesuai wewenang pemerintah pusat
"Hasil pemeriksaan akan menjadi rekomendasi untuk mendukung penguatan kelembagaan dan peningkatan daya saing koperasi, khususnya menyangkut kelengkapan legalitas dan kelengkapan organisasi koperasi sesuai Peraturan No 17/2015 tentang Pengawasan Koperasi," kata Asisten Deputi Pemeriksaan Kelembagaan Kemenkop UKM, Suparyono kepada B2B pada workshop bertajuk 'Sosialisasi Peraturan Deputi tentang Pengawasan Koperasi di Mataram, Nusa Tenggara Barat (NTB) pada Kamis pekan lalu (19/5).
Dia menambahkan, langkah pemeriksaan meliputi organisasi terkait manajemen organisasi dan organisasi usaha, diikuti pemeriksaan kinerja kelembagaan dan bidang pemeriksaan laporan keuangan terkait eksternal dan internal.
"Selama ini diakui sebagian koperasi aktif menjalankan usaha tanpa pengawasan, bisa saja akibat kelalaian pemerintah sebagai pembina atau pengurus koperasi sengaja bertindak lalai dan mungkin karena tidak tahu, dengan pemeriksaan yang mencakup organisasi, kinerja dan laporan keuangan dapat diketahui kelemahannya untuk mendapatkan pembinaan dari pemerintah," kata Suparyono.
Dia menguraikan bahwa pemeriksaan kelembagaan akan memeriksa anggaran dasar dan anggaran rumah tangga (AD/ART), peraturan khusus (Persus), rapat anggota tahunan (RAT), audit, dewan pengurus, dewan pengawas, karyawan, rating, dan struktur organisasi usaha.
Kepala Dinas Koperasi dan UKM Provinsi Nusa Tenggara Barat (NTB) diwakili oleh Kepala Bidang Fasilitasi Simpan Pinjam, H Mohammad Imron mengungkapkan kiat untuk mengembangkan koperasi sehat dan kuat yakni memiliki alamat kantor yang jelas, layout kantor rapi sesuai alur dokumen keuangan, jam kerja harus jelas, memiliki call center, karyawan berseragam dan mengendakan tanda pengenal seperti halnya karyawan bank, anggota dewan pengawas tidak merangkap sebagai anggota dewan pengurus, menjaga likuiditas, mempublikasikan laporan keuangan agar masyarakat tertarik menjadi anggota, dan secara rutin melakukan audit eksternal sesuai peraturan pemerintah khususnya apabila omset usaha di atas Rp2,5 miliar.
"Itulah yang kami ingatkan kepada koperasi di seluruh provinsi NTB, dan pembentukan deputi bidang pengawasan sangat mendukung peran kami untuk melakukan pembinaan koperasi di tingkat provinsi," kata
Mohammad Imron.
Dia menambahkan bahwa belum lama ini pihaknya melakukan terobosan dengan melakukan rapat evaluasi pengawasan dan kelembagaan dengan koperasi simpan pinjam, dinas terkait, pejabat terkait di tingkat kabupaten dan kota, dan Satpol PP yang bertujuan melakukan sinergi untuk mengawasi kegiatan koperasi.

"It must be acknowledged until recently most active cooperatives run a business without supervision, may be due to government neglect as a supervisor, or cooperative management of deliberate negligence, and perhaps because they do not know, so the examination which includes the organization, performance and financial reports can identify the weaknesses in the cooperative," Suparyono said.
Suparyono said it will examine statutes and bylaws, special regulations, the annual members' meeting (RAT), conduct an audit, the cooperative board, supervisory board, employees, rating, and the organizational structure of the business.
