Jakarta (B2B) - Peningkatan iklim usaha yang kondusif, peningkatan akses sumber daya produktif, pengembangan produk dan pemasaran, peningkatan daya saing sumberdaya manusia koperasi dan UKM, serta penguatan lembaga koperasi menjadi langkah strategis Kementerian Koperasi, Usaha Kecil dan Menengah (UKM) dalam lima tahun ke depan.
Menteri Koperasi dan UKM, AAGN Puspayoga mengakui hingga saat ini masih banyak kendala yang menghadang perkembangan koperasi dan UKM antara lain karena tumpang tindihnya tugas dan kewenangan yang terkait koperasi dan UKM di 23 kementerian/lembaga.
"Fokus prioritas kebijakan, disharmonisasi koordinasi dan monitor evaluasi program menjadi kendala pengembangan koperasi di Indonesia," kata Puspayoga kepada pers di Jakarta, Jumat (31/10).
Kendala lain, kata mantan wakil gubernur Bali ini, anggaran pemberdayaan koperasi dan UKM masih minim di samping kurang optimalnya peran pemerintah daerah.
Menurutnya, strategi yang diterapkan Kementerian Koperasi dan UKM yakni meningkatkan kompetensi SDM Koperasi dan UKM melalui program kewirausahaan, kompetensi teknis dan manajemen, hingga penyediaan layanan usaha terpadu.
"Langkah itu diikuti perluasan akses pada pembiayaan melalui inovasi skema, penguatan koperasi simpan pinjam dan keuangan mikro, penjaminan usaha, clearing house, credit scoring, dan pengembangan linkage," ungkap Puspayoga.

Another obstacle, the former deputy governor of Bali said the budget empowerment of cooperatives and SMEs is still minimal, and the role of local government not optimal.
According to him, the strategy applied Ministry of Cooperatives and SMEs which improve the competence of HR Cooperatives and SMEs through entrepreneurial programs, technical competence and management, including the provision of integrated business services.
"The move is in line with the expansion of access to financing through innovative schemes, strengthening of credit unions and micro-finance, business underwriting, clearing house, credit scoring, and the development of linkage," Puspayoga said.
