Jakarta (B2B) - Tarif listrik bagi konsumen industri berskala besar akan naik antara 38,9% hingga 64,7% yang akan diberlakukan pemerintah mulai 1 Mei 2014.
Menteri Energi Sumber Daya Mineral (ESDM) Jero Wacik dalam rapat kerja dengan Komisi VII DPR di Jakarta, Selasa mengatakan, kenaikan tarif tersebut direncanakan terbagi dalam beberapa tahap yakni setiap dua atau empat bulan sekali.
"Kalau dua bulan sekali, maka akhir tahun sudah keekonomian. Tapi, kalau empat bulan, maka baru pertengahan tahun depan mencapai keekonomiannya," ujarnya.
Menurut dia, pertimbangan mulai 1 Mei 2014 dikarenakan pada April ada pemilu legislatif.
"Kita, maksudnya pemerintah dan DPR, perlu menjaga kondisi yang kondusif di masyarakat," katanya.
Ia mengatakan, pengurangan subsidi dari kenaikan tarif golongan industri itu diperkirakan mencapai Rp8,85 triliun selama setahun.
Kenaikan tarif tersebut direncanakan berlaku pada golongan industri (I3) yang sudah tercatat di bursa saham atau berstatus terbuka (tbk) sebanyak 371 dan 61 perusahaan lainnya merupakan golongan I4.
Golongan I3 adalah pelanggan industri yang memakai listrik bertegangan menengah dengan daya di atas 200 kVA.
Sementara, I4 merupakan pelanggan industri yang memakai jaringan bertegangan tinggi dengan daya di atas 30.000 kVA.
Golongan I3 direncanakan mengalami kenaikan 38,9 persen yang akan terbagi menjadi 8,6 persen setiap dua atau empat bulan sekali.
Sementara, kenaikan I4 direncanakan sebesar 64,7 persen yang terbagi 13,3 persen setiap dua atau empat bulan.
Jero juga mengatakan, pemerintah mengusulkan penerapan penyesuaian tarif listrik secara otomatis (automatic tariff adjustment) bagi empat golongan yang sudah tidak disubsidi lagi mulai berlaku 1 Mei 2014.
Keempat golongan tarif listrik nonsubsidi itu adalah rumah tangga besar (R3) dengan daya 6.600 VA ke atas, bisnis menengah (B2) dengan daya 6.600 sampai 200 kVA, bisnis besar (B3) dengan daya di atas 200 kVA, dan kantor pemerintah sedang (P1) dengan daya 6.600 hingga 200 kVA.
Pola tarif tersebut nantinya tergantung kurs, inflasi, dan harga minyak.
"Pengurangan subsidi dari adjusment tariff ini mencapai Rp1,42 triliun dalam satu tahun," katanya.
Kenaikan tarif golongan I3 tbk dan I4 serta penyesuaian tarif otomatis empat golongan nonsubsidi sudah disepakati dalam pembahasan RAPBN 2014 antara pemerintah dan Badan Anggaran DPR.
Sesuai UU No 23 Tahun 2013 tentang APBN 2014, alokasi subsidi listrik sebesar Rp71,4 triliun termasuk kekurangan pembayaran 2013 Rp3,5 triliun.
Di luar itu, subsidi listrik dicadangkan pula sebesar Rp10,4 triliun.

The Mineral Resources and Energy Minister Jero Wacik stated that the tariff adjustment will be implemented in stages over a period of two to four months.
"The implementation of the tariff adjustment at the two-month period will have its economic impact by the end of 2014. However, if we implemented the adjustment once in every four months, the effect will be felt by the middle of next year," Jero claimed.
The minister added that the government will implement the tariff adjustment on May 1 after the legislative elections in April.
"The Government and House of Representatives should try to maintain conducive environment during the election period," stated Jero.
The minister emphasized that by implementing the tariff adjustment, the government can save Rp8.85 trillion in subsidy over a period of one year.
Jero noted that the government will implement the adjustment on 371 companies that belong to the I3 industry type, which are listed in the stock market.
The I3 industry type is applicable for companies with use more than 200 kVA of electricity.
Jero remarked that the adjustment will also be implemented on 61 companies that belong to the I4 industry type, which use more than 30 thousand kVA of electricity.
The government plans to raise the electricity tariff for the I3 industry type at 38.9 percent which will be divided at 8.6 percent and implemented in either two- or four- month period.
Jero also noted that the tariff adjustment for the I4 industry type will be set at 64.7 percent, which will be divided into 13.3 percent and implemented in either two- or four- month period.
According to the minister, the government has also proposed the tariff adjustment in its automatic billing system for four consumer types, who will not enjoy any subsidy, effective May 1, 2014.
There are four types of non-subsidy consumers such as the large household (R3) user at above 6,600 VA, middle business (B2) type with 6,600 VA to 200 kVA, large business (B3) above 200kVA, and government middle building (P1) with 6.600 VA to 200 kVA.
The tariff model will be based on the inflation, oil price, and the dollar exchange rate.
"The government will be able to save Rp1.42 trillion in a year by adjusting the subsidy on electricity tariff," Jero stated.
The Government and Budgeting Agency in the House of Representative has agreed to raise the electricity tariff for I3 and I4 type companies and the implementation of the automatic system for the four types of non-subsidy consumers.
