Senior Indonesian Official Expect Local Govt Support to Small and Micro Businesses

Jakarta (B2B) - Kementerian Koperasi dan UKM RI mengharapkan dukungan para bupati dan walikota di seluruh Indonesia yang belum mengeluarkan peraturan bupati/walikota (Perbup/Perwali) terkait izin usaha mikro kecil (IUMK), dan sampai saat ini baru 206 kabupaten/kota yang membuat regulasi tentang pendelegasian wewenang kepada camat untuk menerbitkan IUMK, sementara 165.000 pelaku usaha IUMK telah mendapatkan legalitas dari pemerintah daerahnya.
"Dari database yang dapat kami monitor setiap saat, bahwa animo daerah untuk mengimplementasikan IUMK sangat tinggi dimana para camat secara aktif mempromosikan kepada pelaku-pelaku usaha di wilayah kerja masing-masing," kata Deputi Bidang Restrukturisasi Usaha Kementrian Koperasi dan UKM Yuana Setyowati Barnas kepada pers di Jakarta pada Senin (14/3).
Yuana menambahkan, IUMK tersebut termasuk fasilitas terhadap 220 UMK pengelola bank sampah di Kota Makassar, Sulawesi Selatan sebagai pilot project dan telah diluncurkan oleh Presiden RI Joko Widodo pada 5 Maret 2016.
"Dengan adanya IUMK ini, maka UMK bank sampah dapat melakukan akses pembiayaan ke perbankan seperti kredit usaha rakyat atau KUR, dan Bank BRI telah menyalurkan KUR sebesar Rp5 juta hingga Rp8 juta kepada delapan IUMK bank sampah," kata Yuana.
Menurutnya, untuk mempermudah pendataan usaha mikro dan pendaftaran usaha kecil, perlu penyempurnaan Peraturan Presiden No 98/2014 agar sesuai dengan kondisi dan situasi di lapangan.
"Dari hasil rapat koordinasi dengan Menko Perekonomian pada 10 Maret 2016 diusulkan Revisi Perpres 98/2014 ke Presiden RI sebagai landasan hukum penerbitan IUMK," kata Yuana.
Sementara terkait dengan UU Pemerintah Daerah No 23/2014 yang mengatur pembinaan usaha mikro menjadi tanggung jawab sepenuhnya kepada pemerintah kabupaten/kota, sedangkan usaha kecil menjadi tanggung jawab pemerintah provinsi.

"From the database we monitor all the time, the interest of the region to implement the IUMK very high, the subdistrict active supporting them," Deputy Restructuring of Business at the ministry, Yuana Sutyowati Barnas told reporters here on Monday (3/14).
Mrs Barnas added added that 220 garbage bank in Makassar, capital of South Sulawesi province as a pilot project and has been launched by the President Joko Widodo on March 5, 2016.
"Having declared as legal businesses, Bank Trash qualify for bank credit through people´s business credit called the KUR, and BRI Bank
"Having declared as legal businesses, garbage bank qualify for bank credit through micro credit or KUR, and Bank BRI provides a credit of 5 million to 8 million rupiahs," he said.
According to her, in order to facilitate the collection of micro, and small business registration, it is necessary revision of Presidential Decree No. 98/2014 to accommodate the micro and small entrepreneurs.
"From the results of a coordination meeting with senior mMinister for economic affairs on March 10, 2016 is proposed revision of Presidential Decree 98/2014 to the President as the legal basis IUMK legality," Mrs. Barnas said.
While related to Local Government Act No. 23/2014 that regulates the development of micro enterprises is the responsibility of the district/city, while small businesses are the responsibility of the provincial government.
