Jakarta (B2B) - Rapat Paripurna DPR RI menyetujui Rancangan Undang-Undang APBN 2014 untuk disahkan menjadi undang-undang.

"Seluruh fraksi menyetujui RUU APBN tahun anggaran 2014," ujar Wakil Ketua DPR RI Sohibul Iman saat memimpin Rapat Paripurna DPR RI di Jakarta, Jumat.

Dari pembahasan tersebut, asumsi makro APBN 2014 yang telah disepakati antara lain pertumbuhan ekonomi 6%, laju inflasi 5,5%, nilai tukar rupiah Rp10.500 per dolar AS, dan tingkat bunga Surat Perbendaharaan Negera (SPN) 3 bulan 5,5%.

Kemudian, harga ICP minyak US$105 per barel, lifting minyak 870 ribu barel per hari, serta lifting gas 1.240 ribu barel per hari setara minyak.

Menteri Keuangan Chatib Basri mengatakan seluruh asumsi makro untuk APBN 2014, terutama pertumbuhan ekonomi 6%, telah mempertimbangkan kondisi perekonomian global yang diperkirakan masih bergejolak tahun depan.

"Kita mengupayakan pertumbuhan ekonomi secara maksimal, tapi perkiraan enam persen telah mempertimbangkan adanya risiko global. Pemerintah dengan ekstra `effort` tetap mengupayakan mencapai target tersebut," katanya.

Dalam APBN 2014, pendapatan negara disepakati sebesar Rp1.667,1 triliun dan belanja negara senilai Rp1.842,5 triliun dengan defisit anggaran tercatat sebesar Rp175,4 triliun atau 1,69% terhadap PDB.

Sumber pembiayaan defisit anggaran tersebut berasal dari pembiayaan utang sebesar Rp185,1 triliun serta pembiayaan non utang sebesar negatif Rp9,7 triliun.

Dari pendapatan negara, penerimaan perpajakan ditargetkan sebesar Rp1.280,4 triliun, dengan penerimaan pajak penghasilan ditetapkan senilai Rp586,3 triliun,penerimaan PPN sebesar Rp493 triliun dan cukai Rp116,2 triliun.

Selain itu, Penerimaan Negara Bukan Pajak (PNBP) ditetapkan sebesar Rp385,3 triliun yang diantaranya berasal dari penerimaan sumber daya alam Rp226 triliun, pendapatan laba BUMN Rp40 triliun dan PNBP lainnya Rp94 triliun.

"All factions in the DPR agreed with the 2014 budget," said DPR Deputy Speaker Sohibul Iman, who presided over the session.

The budget projects growth rate at 6 percent, with inflation at 5.5 percent, rupiah exchange rate at Rp10.5 thousand against the U.S. dollar, and the rate of three-month Treasury bonds at 5.5 percent.

The projection for the Indonesian Crude Price is set at US$105 per barrel, with oil-lifting set at 870 thousand barrels per day and gas-lifting at 1.24 million barrel oil equivalent per day.

Minister of Finance, Chatib Basri stated all macro-economic assumptions for the 2014 budget, especially the forecast of economic growth at 6 percent, were set after factoring in expectations of continued volatility in global economic conditions next year.

"We are striving to achieve maximum growth, but 6-percent growth is considered reasonable in view of global risks," Basri said.

In the 2014 budget, state revenues are set at Rp1,667.1 trillion, while expenditure is projected at Rp1,842.5 trillion. Thus, the deficit will be Rp175.4 trillion, or 0.69 percent of the Gross Domestic Product.

Sources for financing the deficit are expected to come from debt (Rp185.1 trillion) and non-debt sources (negative Rp9.7 trillion).

Revenue from tax is expected to touch Rp1,280.4 trillion, with income tax reaching Rp586.3 trillion, income from value-added tax Rp1493 trillion, and excise Rp16.2 trillion.

Non-tax state revenues, meanwhile, are projected to reach Rp385.3 trillion, of which Rp226 trillion will come from natural resources income, Rp40 trillion from profit made by state-owned enterprises, and Rp94 trillion from other non-tax income.
