Jakarta (B2B) -Pemerintah mengusulkan agar bupati dan walikota tidak lagi dipilih langsung oleh rakyat melalui pemilihan umum kepala daerah (Pemilukada) tapi dipilih oleh DPRD. Pemerintah akan menyampaikan usulan tersebut kepada DPR, untuk mengubah isi RUU Pemilihan Kepala Daerah (Pilkada), yang bertujuan mempermudah pengawasan.

Menteri Dalam Negeri Gamawan Fauzi mengatakan, setelah bupati/walikota dipilih Gubernur maka di masa mendatang akan diikuti pergeseran perizinan dari bupati/walikota kepada gubernur.

"Keputusan tersebut sebagai pengawasan karena terjadi banyak pelanggaran, akibat kebijakan bupati/walikota yang mengobral izin demi mengejar pemasukan daerah. Kalau seluruh perizinan di bawah gubernur maka proses pengawasan oleh pemerintah pusat lebih efektif," kata Gamawan Fauzi di kantornya, Jumat (22/3).

Mendagri menambahkan, usulan itu diajukan sebagai opsi kalau usulan pemilihan gubernur melalui DPRD provinsi tidak disetujui DPR. Pemerintah, sambungnya, hanya ingin agar pelaksanaan Pemilukada tidak menelan biaya besar dan tetap memenuhi asas demokrasi.

Dia menambahkan, pemerintah tetap memegang prinsip desentralisasi, hanya saja digeser ke tingkat provinsi. Pertimbangan lainnya, karena gubernur merupakan kepanjangan tangan pemerintah pusat di daerah, sehingga mudah dikendalikan.

"Tentu tidak hitam putih, dan sedang pembahasan intensif. Yang penting bersifat asimetris, provinsi atau kabupaten/kota salah satunya dipilih langsung," tambah Gamawan.
