Jakarta (B2B) - Komisi Pemberantasan Korupsi (KPK) menegaskan tidak menemukan tindak pidana korupsi dalam pembelian lahan RS Sumber Waras seluas 3,64 hektar oleh Pemerintah Provinsi DKI Jakarta.

"Jadi penyidik kami tidak menemukan perbuatan melawan hukumnya. Karena itu jalan satu-satunya, kita lebih baik mengundang BPK untuk bertemu dengan penyidik kami. Dari situ berarti kan sudah selesai, perbuatan melawan hukumnya selesai," kata Ketua KPK Agus Rahardjo di selasela rapat kerja dengan Komisi III DPR di Jakarta, Selasa.

Menurutnya, dalam penyelidikan Sumber Waras itu, KPK sudah meminta keterangan Gubernur DKI Jakarta Basuki Tjahaja Purnama pada 12 April 2016 dan menurut Agus, kesimpulan itu berasal dari penelusuran penyelidik KPK.

"Kalau sudah (tingkat) penyidikan, KPK tidak boleh memberhentikan, ini kan masih di penyelidikan. Karena mereka (penyelidik) tidak menemukan, jadi itu bukan suara pimpinan lho, itu suara dari bawah," tambah Agus.

Hal ini tentu berbeda dari pendapat BPK dalam Laporan Hasil Pemeriksaan (LHP) atas Laporan Keuangan DKI Jakarta 2014 yang menyatakan pembelian tanah itu berindikasi merugikan keuangan daerah hingga Rp191,3 miliar karena harga pembelian pemprov DKI terlalu mahal.

"Ternyata dari pendapat banyak ahli, ada selisih tapi tidak sebesar itu. Banyak ahli ada yang berpendapat di mana-mana harga NJOP (Nilai Jual Objek Pajak) adalah harga yang bagus. Oleh karena itu jalan satu-satunya kita ketemukan antara penyidik kita dan BPK," jelas Agus.

Pertemuan itu akan dilangsungkan dalam dua pekan ke depan sebelum Lebaran.

BPK mengacu pada harga pembelian PT Ciputra Karya Utama (CKU) kepada Yayasan Kesehatan Sumber Waras (YKSW) pada 2013 yang sebesar Rp564,3 miliar. CKU kemudian membatalkan pembelian lahan itu karena peruntukan tanah tidak bisa diubah untuk kepentingan komersial.

Dalam LHP, antara lain BPK merekomendasikan agar Pemprov DKI menagih tunggakan Pajak Bumi dan Bangunan Yayasan Kesehatan Sumber Waras (YKSW) selama 10 tahun sejak 1994-2014 senilai lebih dari Rp3 miliar.

BPK juga merekomendasikan Basuki agar memberikan sanksi kepada Tim Pembelian Tanah yang dinilai tidak cermat dan tidak teliti memeriksa lokasi tanah berdasarkan Zona Nilai Tanah.

Sampai saat ini laporan korupsi RS Sumber Waras masih dalam tahap penyelidikan dengan memanggil lebih dari 33 orang untuk dilakukan permintaan keterangan.

Ahok menilai Pemprov DKI Jakarta membeli lahan di Jalan Kyai Tapa 1 Grogol Jakarta Barat itu karena NJOP pada 2014 adalah sebesar Rp20,7 juta per meter persegi, sehingga Pemprov DKI Jakarta diuntungkan karena pemilik lahan menjual dengan harga NJOP sehingga total harganya Rp755,6 miliar sedangkan pada harga pasar, nilainya lebih tinggi.

Jakarta (B2B) - Indonesian Anti-graft Commission (KPK) has declared that it found no corruption in connection with the purchase of a 3.64-hectare plot of land at the Sumber Waras Hospital compound by the Jakarta Provincial Government.

Chief of the KPK Agus Raharjo said the KPK investigators did not discover any violation of laws, and therefore, we would invite the Supreme Audit Board (BPK) to meet the KPK investigators with regard to its audit,

"The case was reported to the KPK after the BPK produced the results of its audit on the financial report of the Jakarta Provincial government," Raharjo said on the sidelines of working meeting with House's Commission III here on Tuesday.

He noted that in connection with the investigation into the case, the KPK had summoned Jakarta Governor Basuki Tjahaja Purnama on April 12, 2016.

Rahardjo affirmed that the conclusion was made based on the results of the investigation conducted by the KPK investigators.

"If a case is already taken up for a judicial investigation, the KPK will not be able to drop it. This case is still being probed (and so we can drop it). It is the investigators who discovered it, and so, it did not come from the KPK leadership but from below," he emphasized.

Certainly, the finding was different from BPK's opinion according to which the results of its audit on the Jakarta governments 2014 financial report indicated financial losses reaching 191.3 billion rupiah as the Jakarta government had overpaid for the land.

"However, according to many experts, a price gap indeed existed, but it was not as much as that. Several experts also viewed that everywhere, an NJOP price (the selling price of a tax object) was considered a good price. In view of this, the only way we will deal with the issue is by confronting our investigators with the BPK," Raharjo said.

The BPK, in its opinion, referred to the purchase price for the land given by PT Ciputra Karya Utama (CKU) to Sumber Waras Health Foundation at 564.3 billion rupiah in 2013. The CKU later cancelled the purchase as the land could not be used for commercial purposes.

The BPK has also put forth a recommendation demanding tax payment worth over Rp3 billion for the land and building from the Sumber Waras Health Foundation from 1994 to 2014.

It has also recommended Governor Basuki to impose sanctions on his land purchasing team, which the BPK views as having been careless in checking the location of the land in terms of its value.

More than 33 people have been summoned for questioning in connection with the Sumber Waras Hospital case.

Governor Basuki said the Jakarta government had bought the land based on its location, which is on Jalan Kyai Tapa 1, Grogol in West Jakarta, at Rp20.7 million per square meter based on the NJOP in 2014.

The governor believed that the Jakarta government had paid a good price at only Rp744.6 billion in total, while based on the market price, it would have to had pay much more.

Basuki, who plans to participate in the Jakarta gubernatorial election in February next year, has so far been under attack over the issue raised by his critics, and so, a victory will certainly give him relief.

The governor has, so far, claimed that what he has done is right. He plans to use the land to build a cancer hospital.
